About this file
This document is a Limited Sources Justification (LSJ) for a federal contract under the GSA Multiple Award Schedule Program.
The Administrative Office of the United States Courts (AOUSC) seeks to procure off-site tape storage services for the period April 1, 2026, through March 31, 2031, consisting of a base year and four option years. The estimated total value is redacted. The procurement covers secure, commercial off-site storage, retrieval, and transportation services for various forms of computer data storage media, including magnetic tape and data cassettes in locked containers. Services are required for three AOUSC data centers located in Ashburn, VA; El Segundo, CA; and Washington, DC. The vendor must maintain East Coast facilities between 30 and 75 miles from both the Ashburn and Washington, DC facilities, located outside the electromagnetic exposure radius of a device detonated in Washington, D.C. West Coast facilities must be positioned 30 to 75 miles from the El Segundo facility. The contractor must ensure tape delivery within four hours of request on a 24/7, 365/366-day basis, provide secure courier services, bar-code-based media management, and employ exclusively trained, bonded personnel. Market research identified only three vendors capable of providing required services, with only the incumbent meeting all specifications for each location. The justification cites economy and efficiency as the basis for limiting sources, noting significant risks associated with vendor transitions, including data loss, increased recovery time, and resource-intensive transition procedures. The AOUSC is pursuing migration to a public cloud environment as a long-term solution to eliminate the need for these services. Price reductions will be sought during the request for quote phase.

Inventory the tapes in the new containers, verifying that the correct tapes are being shipped to the vendor.
Update the vendor’s database; this would also require a training process due to the difference between each vendor’s data entry process.
Prepare new containers to be picked up by the vendor.
Submit a request with the existing vendor to return empty container and keys.
o Process the new containers out to the new vendor, ensuring the correct container is sent off-site.
o Process old containers out to prior vendor ensuring the correct container is empty and sent back to vendor. Additionally, the COR will need to verify the invoice is correct and AOUSC is not billed for containers that have been returned to the prior vendor.
• These processes repeat for each batch until all tapes have been moved from the prior vendor to new vendor. A transition period would also increase in standard recovery time due to the dispersed location of tapes amongst two vendors.
Requirement Overview requires off-site storage/retrieval and transportation services for various forms of computer data storage media including magnetic tape, data cassettes, and other media in locked containers provided by the vendor. The off-site storage must be a bona fide, qualified electronic computer media storage sites in compliance with GSA/Federal Specifications and industry standards for the storage and protection of magnetic computer media against fire, physical intrusion, magnetic field interference, and other normal hazards. The vendor must provide secure storage services for all three Administrative Offices of the United States Courts (AOUSC) data centers: Ashburn, VA, El Segundo, CA, and Washinton, DC. The Contractor’s East Coast facilities should be located no less than 30 miles and not more than 75 miles from both the Ashburn, VA, IDC and Washington, DC, IDC, and are required to be located outside of the electromagnetic exposure radius of a device detonated in the Washington, D.C.
area. The Contractor must ensure delivery of tapes within 4 hours of a request. The Contractor’s West Coast facilities should be located no less than 30 miles and not more than 75 miles from the El Segundo, CA, Internet Data Center to ensure delivery of tapes within 4 hours of a request.

6. Description of market research conducted among schedule holders and the results, or explanation why market research was not conducted
Market research resulted in only three vendors providing the required off-site storage for electronic data archives. Of those three vendors, in accordance with the requirements detailed above, only the incumbent offers the services for each of the AOUSC locations.
7. Actions, if any, the judiciary may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies and services is made
The AO is currently pursuing storage of electronic archives within a Public Cloud environment. Once the Public Cloud environment has been tested and certified, will migrate all electronic archives to the Public Cloud thereby removing the need for the subject services.
8. Confirm that the Contracting Officer has sought a price reduction consistent with Guide Vol. 14 § 310.50.40(c) (Required for purchases exceeding the GSA Simplified Acquisition Threshold ($250,000) Price reductions will be sought in the request for quote.
