About this file

This is a Limited-Sources Justification (LSJ) document for the U.S. Secret Service (USSS) to modify task order 70US0922F2GSA2002 for relocation management services. The modification extends the period of performance from February 27, 2025 to May 26, 2025, valued at $3,028,335.00, to be provided by incumbent contractor Franconia Real Estate Services under their GSA Multiple Award Schedule contract (47QMCB18D0003).

The justification allows for limiting competition because only the incumbent can provide uninterrupted services during the three-month base year phase-in period of a new task order anticipated to be awarded in February 2025. The services include home marketing assistance, home sale services, appraised value sales, amended value options, closing services, property management, and home finding assistance for USSS agents relocating within the continental United States, Alaska, Hawaii, Puerto Rico and Guam. The document is signed by the Technical Representative (Jessica M. Hall), Contracting Officer (Yu-Jin Kim), and Procuring Activity Advocate for Competition (Eric V. Pagal) on February 18, 2025.

Limited-Sources Justification (LSJ) For orders or BPAs exceeding the Simplified Acquisition Threshold

LSJ No: FY25-0098 Page 1 of 3

03.21.2022 v.1.0

LSJ Number: FY25-0098 PR Number: PR-25-USSS-4214

Limited-Sources Justification

1. Agency and Contracting Activity.

The Department of Homeland Security, U.S. Secret Service (USSS), Office of Procurement (PRO), proposes to modify task order 70US0922F2GSA2002, on behalf of Office of the Chief Financial Officer (OCFO) Financial Management Division (FMD), pursuant to FAR 8.405-6, Limiting Sources.

2. Nature and/or description of the action being approved.

USSS requires a modification to task order 70US0922F2GSA2002 to extend the period of performance for the period 02/27/2025 – 05/26/2025valued at $3,028,335.00 for relocation services. This will, at a fair and reasonable price, avoid service disruptions/interruptions to this mission-critical need while still maintaining their satisfactory performance results.

Franconia Real Estate Services 13580 Groupe Drive Suite 400 Woodbridge, VA 22192 Business size: Other than small business

GSA contract number: 47QMCB18D0003 GSA schedule: Multiple Award Schedule (MAS) GSA Category: 531 Employee Relocation Solution

3. Description of Supplies/Services.

The OCFO/FMD has a need for relocation management (home sales) services that will assist the USSS in the transferring of agents within the continental United States, Alaska, Hawaii, Puerto Rico and Guam. The services are intended to facilitate the relocation of Government employees, and to ease the personal and financial burden which can be associated with relocation. The contractor provides the following services to transferring employees of the USSS:

A. Home marketing assistance B. Home sale services C. Appraised value sale option D. Amended value (and amended from zero) options E. Closing only option F. Property management services G. Home finding assistance (including rental assistance)

Total dollar value of proposed action: $3,028,335.00

LSJ No: FY25-0098 Page 2 of 3

Current period of performance expires 2/26/2025.

4. Authority and supporting rationale.

This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

Pursuant to FAR 8.405-6(a), the circumstance that justifies limiting sources to fewer than those required by FAR 8.405-1 and 8.405-2 is:

☒ FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Rationale: The USSS requires an extension to the current task order’s period of performance so that services can continue without interruption during the new task order’s three-month Base Year Phase-In period. The new task order is anticipated to be awarded in February 2025. As the incumbent, Franconia Real Estate Services is the only source capable of providing home relocation services. The incumbent contractor has the capacity to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the relocation management (home sales) services to transferring employees of the USSS. An award to any other source would result in an unacceptable interruption in fulfilling this requirement that would negatively impact the USSS mission.

5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).

The contracting officer has determined that issuing the proposed task order modification for the continued need of mission critical home relocation services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This modification is against a task order that was placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.” The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. There is no increase in price associated with this modification and prices were determined fair and reasonable at the time of the task order award. Discounts to these GSA schedule rates will be requested.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.

Market Research was conducted through GSA, DHS Strategic Sourcing Vehicles, and vendor discussions. There are multiple vendors with the capability to fulfill the requirement. Although multiple vendors are known, it has been determined that extending the period of performance and adding additional funds with the current incumbent will, at a fair and reasonable price, avoid service disruptions/interruptions to this mission-critical need while still maintaining their satisfactory performance results.

7. Any other facts supporting the limited-sources justification.

There are no additional facts to support this limited-sources justification.

8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies or services is made.

The USSS is currently working on a long-term re-solicitation effort, which was competed on GSA with adequate competition. The new task order is anticipated to be awarded in February 2025.

9. USSS intends to publish this requirement and post this justification on SAM.gov pursuant to FAR 8.405-6(a)(2)(i)

10. Technical/Requirements Personnel Certification.

Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.

Technical Representative Date

11. Contracting Officer Certification

Pursuant to FAR 8.405-6(c)(2)(ix), I certify that the Limited-Sources Justification is accurate and complete to the best of my knowledge and belief.

Contracting Officer Date

APPROVAL: Pursuant to FAR 8.405-6(c)(2)(xi), I hereby determine the circumstance identified in Section 4 applies.
