About this file
This document is a Limited-Sources Justification (LSJ) for modifying task order 70US0922F2GSA2002 to extend the period of performance and add funding for relocation management services to assist the U.S. Secret Service (USSS) in transferring agents.
The USSS requires relocation services including home marketing assistance, home sale services, appraised value and amended value options, closing options, and home finding assistance. The total value of the proposed modification is $80,000. The justification cites that the incumbent contractor, Franconia Real Estate Services, is the only source capable of providing these unique and highly specialized services without unacceptable interruption to the USSS mission. Market research determined that while there are multiple capable vendors, continuing with the incumbent is the best value and will result in the lowest overall cost. The USSS is conducting a long-term re-solicitation effort to achieve adequate competition for these relocation services in the future.

The Department of Homeland Security, U.S. Secret Service (USSS), Procurement Division (PRO), proposes to modify task order 70US0922F2GSA2002, on behalf of Office of the Chief Financial Officer (OCFO) Financial Management Division (FMD), pursuant to FAR 8.405-6, Limiting Sources.
2. Nature and/or description of the action being approved.
USSS requires a modification to task order 70US0922F2GSA2002 to extend the period of performance for the period 10/27/2024 – 02/26/2025 and add funding in the amount of $ , , 80.00 for relocation services.

Current period of performance expires 10/26/2024.
4. Authority and supporting rationale.
This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
Pursuant to FAR 8.405-6(a), the circumstance that justifies limiting sources to fewer than those required by FAR 8.405-1 and 8.405-2 is:
FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Rationale: The USSS requires an extension to the current task order’s period of performance to provide sufficient time to award the re-solicitation and to allow for the required contract transition period (post award). The re-solicitation received pre-award agency and GAO level protests, which has caused delays to the anticipated timeline for award.
As the incumbent, Franconia Real Estate Services is the only source capable of providing home relocation services. The incumbent contractor has the capacity to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the relocation management (home sales) services to transferring employees of the USSS. An award to any other source would result in an unacceptable interruption in fulfilling this requirement that would negatively impact the USSS mission.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that issuing the proposed task order modification for the continued need of mission critical home relocation services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This modification is against a task order that was placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.” The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. There is no increase in Contract Line Item Number prices associated with this modification. Discounts to these GSA schedule rates will be requested.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market Research was conducted through GSA, DHS Strategic Sourcing Vehicles, and vendor discussions. There are multiple vendors with the capability to fulfill the requirement. Although multiple sources are known, it has been determined that extending the incumbent task order’s

03.21.2022 v.1.0 period of performance is the only acceptable course of action and will result in services at a fair and reasonable price for this mission-critical need.
7. Any other facts supporting the limited-sources justification.
There are no additional facts to support this limited-sources justification.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies or services is made.
The USSS is currently working on a long-term re-solicitation effort, which is currently being competed on GSA. Adequate competition will be achieved by the re-solicitation effort.
9. USSS intends to publish this requirement and post this justification on SAM.gov pursuant to FAR 8.405-6(a)(2)(i)
10. Technical/Requirements Personnel Certification.
Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
