The delivery must be completed within 1 year of the award date.

Pursuant to FAR 8.405-6(a), the circumstance that justifies limiting sources to fewer than those required by FAR 8.405-1 and 8.405-2 is:
☒ FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Rationale:
Kimball office furniture is the standardized product line used within the USSS buildings in the National Capital Region (NCR). The use of Kimball furniture maintains the consistency of the approved product line, standardization of office furniture, and quality and finish selection to integrate with existing furniture. It is imperative that a consistent product line and manufacturer be utilized to maintain an efficient and cost-effective furniture management plan throughout the NCR. This ability is integral to the inventory and maintenance management program because it allows the USSS to seamlessly move furniture between each of the various offices when the needs of an individual office within the USSS change. In staying with one manufacturer, the USSS preserves the usefulness of the product we have and it provides maximum flexibility for future modifications and reconfigurations using consistent, compatible, and interchangeable components.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The Contracting Officer has determined that issuing the proposed delivery order to Kimball International Marketing, Inc., c/o MOI, Inc., for the Kimball office furniture represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This delivery order will be placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.” The GSA has already negotiated fair and reasonable pricing rates. Discounts to the GSA schedule contract pricing will be requested. The Contracting Officer and the Contract Specialist will determine the price fair and reasonable prior to issuing the delivery order. The Contracting Officer and the Contract Specialist expect determining the price fair and reasonable from historical pricing or Other than Certified Cost or Pricing Data provided by the vendor.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
The market research indicates that similar products are not compatible with the existing furniture as the individual components of other furniture products are not interchangeable with the existing furniture to allow for future modifications and reconfigurations. The results of recent market research indicate other companies' similar products lack the particular/unique features required and do not meet the needs of the USSS.
