FAR 8.405-6 Limited Sources Justification Under the General Services Administration
Federal Supply Schedule Program
1. Contracting Activity: Region Health Contracting Office-Central
2. Description of Action: The Industrial Hygiene Department at Carl R. Darnall Army Medical Center (CRDAMC), Fort Hood, Texas requests a non-personal services contract with AEHS, Inc. The Government projects award for October 2020 and fiscal year 2021.
This action will be accomplished for this acquisition through the use of a non-personal services FFP contract funded with Defense Health Program (DHP) Operation and Maintenance (O&M) funds.
An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).”
This action is a follow-on contract/order W81K0016F0046.
3. Description of Supplies/Services: The Department of Industrial Hygiene at CRDAMC has a need to provide for regular and regulatory monitoring of critical care areas within the CRDAMC footprint.
For Actions with Options*:
Base Period: 10/01/2020 to 09/30/2021 Value:

Total:
4. Authority Cited: Title III of the Federal Property and Administrative Services Act of 1949 (41U.S.C. 251, et. Seq) and Title 40 U.S.C 501, Services for Executive Agencies, as implemented by FAR 8.405-6 and substantiated by the following:
FAR 8.405-6(a)(1)(i)(C). In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with applicable Federal Supply Schedule ordering procedures. The original order or BPA was not previously issued under a sole-source or limited-sources procedures.
5. Reason for Authority Cited:
The requirement is for regulatory monitoring of critical care areas within the CRDAMC footprint to include Operatory Suites, Pathology Laboratories and Morgue, Labor/Delivery suites, Isolation areas, Bio-Safety Lab 3 (BSL3), Nuclear Medicine, Pharmacy Clean Room, and others, under DoD/DA, OSHA, Joint Commission (JC), CAP (College of American Pathologists), and other regulatory agency guidelines.
This requirement would augment the current Industrial Hygiene staff (IHS). The contractor conducts all required monthly assessments prior to or after daily operations.
Currently there is no one in IHS that is trained and certified in order to conduct the required regulatory monthly BSL3 inspections.
This contract provides the required documentation for third party hospital accreditation surveys.
The contract is required in order to provide assistance in meeting regulatory required Industrial Hygiene assessments. Without this contract, required assessments to maintain JC and CAP accreditations cannot be completed in a timely period. Carl R. DarnalI Army Medical Center would be placed in jeopardy of losing accreditations and receiving OSHA citations.
6. Actions to Increase Competition: For future actions, the Government will reassess the market for available vendors, including but not limited to, issuing a Sources Sought Notice to determine market availability for brand name, or equal requirements. A Special Notice of Intent for the proposed limited source award will be posted on Federal Business Opportunities for which any responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency for future requirements. CRDAMC in conjunction with MEDCOM will continue to evaluate the capabilities of other vendor's services in order to provide items that are of the best value to the Government. The Government will continue to seek new resources that will satisfy these requirements through continued market research, requests for Statements of Capability, and telephonic inquiries. Further, this office will continue to monitor the market for any new participants to the Federal Supply Schedule (FSS) that may be able to fulfill the Government’s needs.
7. Market Research: A sources sought notice was posted to GSAeBuy! from 26 June 2020 through 6 July 2020 with the minimum requirements and the draft performance work statement. There were no responses to the sources sought other than the preferred vendor, AEHS, Inc.
Further market research revealed that the suggested vendor, AEHS, Inc. was the only company that has responded to prior solicitations beginning in FY14.
AEHS Inc. has consistently provided the regulatory monitoring of critical care areas within the CRDAMC footprint. AEHS Inc. also provides for the required documentation for third party hospital accreditation surveys.
