About this file

This document appears to be a Sole Source Justification for a task order under the GSA IT Schedule 70 contract vehicle. The purpose of the task order is to obtain contractor support services for data and Business Intelligence (BI) platform management, technical support, and data integration for the U.S. Coast Guard's BI application. The required services will address cyber initiatives, improve performance of current SAS systems, optimize personnel resources, and migrate the SAS systems to a modernized platform. Based on market research, the Coast Guard determined that the incumbent contractor, Executive Information Systems, LLC, is the only vendor capable of meeting the requirements due to their unique experience with the USCG's FMPDR system, which was developed and is maintained using SAS software. The Coast Guard concluded that issuing the task order to Executive Information Systems represents the best value and will result in the lowest overall cost.

GSA IT Schedule 70 SIN 132-51.

(3) Description of Supplies/Services.

The purpose of this task order is to obtain Contractor support services for data and Business Intelligence (BI) platform management and technical support as well as data integration for the Coast Guard BI application. The services support will address cyber initiatives that have been mandated to the Infrastructure Services Division (ISD) by USCG Cyber Command, improve performance of current SAS Institute, Inc. (SAS) personnel resources, and migrate current SAS systems to a modernized platform with enhanced

(4) Identification of the justification and the rationale.

FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized

The contractor is currently responsible for the software administration of the unique USCG system FMPDR (Financial Management & Procurement Data Repository) which was created and is operated via the SAS software. This includes the system maintenance across all servers in the system environment. Executive Information Systems (EIS) is currently providing the maintenance for the unique software and database. The SAS software and FMPDR system developed by EIS is unique to the USCG. In order to maintain the system, specific knowledge of the FMPDR system is required which only EIS has. Based on market research performed, there are no other vendors, regardless of size standard, identified on the GSA Schedule that have these abilities.

Furthermore, EIS is a partner with SAS and can reach back to SAS for support whenever required which provides further expertise in the maintenance and administration of the system that could not be provided by another vendor without a SAS partnership.

Another responsibility of the contractor is to provide expertise in coding and the software at large including ways to increase efficiency, maximize usability of memory and storage space, and provide troubleshooting assistance to programmers inside of CG-9 as well as other USCG offices. This expertise is vital when interacting with various other USCG networks, systems, and entities when the contractor is often asked to liaise with multiple parties. This expertise is created by years of experience using various versions of the SAS software. Each EIS employee is an expert in the software whereas other vendors have a more limited experience with the software and often have experience in an older SAS version that CG-9 does not use.

(5) Determination by the ordering activity Contracting Officer that the anticipated order represents the best value consistent with 8.404(d).

The Contracting Officer has determined that issuing the proposed task order to Executive Information Systems, LLC represents the best value and will result in the lowest overall cost

The ordering activity has considered the following:

a) Level of effort and the mix of labor proposed to perform the tasks is reasonable. The Contracting Officer used historical pricing and contract data for this determination.

b) The total price will be determined to be fair and reasonable by the Contracting Officer in accordance with FAR 8.405-2(d). The Contracting Officer will use a comparison with the IGCE that was developed using the OASIS Price Estimating Tool (PET), and the Contract Awarded Labor Category (CALC).

(6) A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Market research was conducted by releasing multiple sources sought notices through GSA OASIS as well as SAM.gov. The USCG received a total of five (5) submissions from OASIS Pool 1 vendors in response to the sources sought notice and CG-928 reviewed each submission to determine if the vendor presented sufficient evidence of experience necessary to meet the requirements in the SOW. Based on the results of the sources sought notice to OASIS SB Pool 1 vendors, no vendors were able to sufficiently demonstrate that they could perform all requirements listed in the SOW.

A second sources sought notice (Notice ID 70Z02323IBUSNT928) was released to all vendors on SAM.gov, and the USCG received a total of 18 submissions in response to the sources sought notice. CG-928 reviewed each submission to determine if the vendor presented sufficient evidence of experience necessary to meet the requirements in the SOW. Based on the results of the sources sought notice from SAM.gov no other vendors, regardless of size, were able to sufficiently demonstrate that they could perform all requirements listed in the SOW.

After analysis of the sources sought notices and knowledge of the current marketplace, there is one (1) vendor that can fulfill the requirements listed in the SOW. The incumbent, Executive Information Systems, LLC., is listed as a large business for SIN 54151S and maintains a GSA MAS contract (47QTCA18D0081).

(7) Any other facts supporting the justification.

(8) A statement of actions, if any, the agency may take to remove or overcome any barriers that preclude the agency from meeting the requirements of 8.405-1 and 8.405-2 before any subsequent acquisition for the supplies or services is made.

The FMPDR system is transitioning to a cloud-based environment as opposed to the current server set up which may reduce the need for administration support which is a cornerstone of the specificity of this contract and a reduction of this administrative support may open the work up to more vendors in future awards.
