FAR Part 8 Limited Sources Justification
Program/Equipment: Operation Support Services (OSS) on behalf of the Biometrics Operations Department of the US Army Criminal Investigation Division.

months. Therefore, this 3-month extension to the incumbent is a logical follow-on and the most economic and efficient option for the Government.
a. Background: A Best Value Request for Task Order Proposal (RTOP), W15QKN-25-R-14W4, was issued on 20 AUG 2025 against the General Services Administration (GSA) Multiplate Award Schedule vehicle. As a result of the best value source selection procedures outlined in the RTOP, TO W15QKN-25-F-0462 was awarded on 19 September 2025 to Allegheny Science & Technology Corporation, 125 Professional Place, Bridgeport, West Virginia 26330-4509 against GSA contract # GS10F053AA. On 24 September 2025, Ideal Innovations Incorporated (Address: 4401 Wilson Boulevard, Arlington, VA 22203-4195), submitted a Bid Protest (File Number B-423954) through GAO against the TO awarded to Allegheny Science & technology Corporation. A three-month extension was awarded by ACC-NJ, in consultation with the BOD and AMC legal. Shortly thereafter, on October 1, 2025, the Federal Government went into a month-and-a-half long furlough. Upon return, the Government continued it’s investigation into the protest and determined that corrective action was necessary. While the protest itself has been dismissed, the investigation continues, and is expected to last for at least three additional months. To ensure continuity of vital services to the BOD, ACC-NJ is extending the initial contract for an additional three months while the claims are thoroughly investigated.
The incumbent and proposed source for this modification Ideal Innovations Incorporated (Address: 4401 Wilson Boulevard, Arlington, VA 22203-4195). Ideal Innovations Incorporated is the only viable source for meeting the mission requirements. Further, the incumbent is the logical follow-on as it is the most economic and efficient option for the Government at this time.
b. Alternatives: There are no viable alternative courses of action. The Government does not have the necessary in-house personnel and lacks the expertise to keep OSS operating for more than before reaching mission failure. Additionally, with the current contract expiring within days and the new vendor not completing the transition-in due to the stop work issuance, there is no other vendor capable to keep the OSS requirement operating. The loss of support would further impact the Government severely as BOD CID would be unable to synchronize and integrate existing biometric and forensics technologies as required by the DoD IAW DODD 8521.01E. Therefore, the proposed extension is necessary to ensure success of the mission.
c. Impact if not approved: Awarding to any other source would create a break in service until the protest is resolved, which would result in mission failure at BOD CID. A break in service would put the Government at risk, due to being unable to meet national security concerns and lead to a significant risk to the successful maintenance and authoritative biometric data sourcing that is necessary to
