Limited Source Justification

MEMORANDUM TO THE FILE

Subj: LIMITED SOURCE JUSTIFICATION, IN ACCORDANCE WITH (IAW) FAR SUBSECTION 8.405-6(b), ITEMS PECULIAR TO ONE MAUFACTURER

I. BACKGROUND:

1. FAR Subsection 8.405-6(a)(1), states for purchases in excess of the micro-purchase limit and not exceeding the simplified acquisition threshold, an ordering activity must justify its action when restricting consideration, as otherwise required under AR Subsections 8.405-1, 8.405-2 or 8.405-3.

2. IAW FAR Subsection 8.405-6(b), this memorandum explains the absence of consideration of all otherwise eligible FSS holders for this acquisition, as only one source will be solicited for this requirement and requirement is not expected to exceed the simplified acquisition threshold.

II. DESCRIPTION OF ITEM OR SERVICE:

The Department of the Navy (DON) has a requirement for the procurement of brand name office furniture systems which includes a turnkey operation of delivery and installation. The DON plans to procure new powered, stackable frame panel systems furniture for NCIS offices under renovation at Joint Base Anacostia – Bolling, Washington, D.C., Building 168, 1st floor. The project includes: (6) L-shaped adjustable height, 6’- 0” x 5’ – 6” workstations, (2) 4’- 0” x 7’- 6” adjustable height workstations, and (4) Private office, wood veneer casegoods desk set-ups. This project includes conference tables, chairs, credenzas, and filing cabinets. Miscellaneous mobile pedestal files with cushion tops, storage cabinets, tool rail tiles, monitor arms, led lights, lockers and task chairs are also needed. Workstations must match existing AIS Matrix furniture installed in Navy spaces throughout Navy office spaces in the National Capital Region (NCR). Market research indicates that other furniture brands’ parts are not interchangeable with the existing AIS Matrix furniture. DON/AA FSSD routinely get requests to reconfigure workstations throughout Navy spaces for the Secretariat. AIS Matrix parts and pieces are re-purposed for cost savings. Other furniture brands are not interchangeable with AIS Matrix systems furniture. The need for the Darran Central Park furniture line has been installed throughout Navy spaces used by Secretariat personnel.

Other furniture brands are not physically compatible with Darran Central Park and AIS Matrix as any existing furniture that is still in fair condition will be taken to the Navy warehouse to be kept in inventory to fulfill any requests for used furniture.

Furniture must be procured through the Navy Furniture BPAs which were issued against GSA contracts.

The estimated price of this requirement is $225,000 with an estimated delivery timeframe of 12 weeks.

Limited Source Justification

III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN

COMPETITION IS BASED ON THE FOLLOWING

A. BRAND NAME.

Market research findings indicate that other furniture brands are not physically compatible with the furniture parts and pieces already used in Navy Secretariat spaces.

Typically, this type of furniture is not interchangeable between brands. Furthermore, other brands cannot match exact finishes, style, fabrics, and veneers of Darren Central Park and AIS Matrix.

IV. MISSION IMPACT.

Other furniture brands are not interchangeable or compatible with existing Darran Central Park and AIS Matrix furnishings, therefore replacements for damaged furniture or request for reconfigurations are not possible with an alternate product and any cost savings are eliminated. Darran Central Park and AIS Matrix furnishings have been standardized, by style, sizing, and finishes throughout Navy offices in the NCR, other brands cannot match in configurations and finishes so reutilizing furniture parts and pieces for cost saving is not possible.
