Deployment Tracking System Tier 1 Development (BPA Call Order 5)
Limited-Sources Justification (LSJ) For orders or BPAs exceeding the Simplified Acquisition Threshold

This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41
U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
1. Agency and Contracting Activity. Identification of the agency, contracting activity, and specific identification of the document as a “Limited-Sources Justification.”
Federal Emergency Management Agency (FEMA), Office of the Chief Procurement Officer, (OCPO), Acquisition Operations Division proposes to award a new Call Order for an existing BPA 70FA3020A00000007 pursuant to FAR 8.405-6(a), Limiting Sources.
2. Nature and/or description of the action being approved. Describe the action being approved, and include the name and address of the proposed contractor(s).
FEMA/OCPO intends to limit the number of sources solicited pursuant to FAR Part 8.405-
6(a) for the procurement of Tier I Development services for the Deployment Tracking
System to BluePrint Consulting Services LLC, 1444 I Street NW Floor 6, Washington, DC
20005-3136.
3. Description of Supplies/Services. Describe the supplies or services to be acquired. Provide the estimated total value (including options, if any).
The requirement is to provide Sprint Development for Tier 1 tasks for the DTS at a total cost of $13,487,712.60. The DTS system software requires system upgrades to ensure compliance with DHS IT, Cybersecurity, Privacy, Records Retention, and 508 compliance requirements and to implement system security and continuity of operation/fail over enhancements. In addition, DTS has an exponentially growing backlog of bug fixes and Tier
1 enhancements that are critical to system stabilization efforts to ensure the continued 24-7 no-fail operational reliability of the system for the safety and accountability of FEMA’s
Incident Workforce. BluePrint Consulting Services LLC was awarded the BPA in September
2020 and is the designated awardee through 2025 to provide upgrades required to support the
DTS system.

4. Authority and supporting rationale.
Select one of the circumstances justifying limiting sources pursuant to FAR 8.405-6(a)(1)(i) below and demonstrate the proposed contractor’s unique qualifications to provide the required supply or service.
8.405-6(a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
This acquisition is being conducted under the authority of the Multiple-Award Schedule
Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for
Executive Agencies, in accordance with FAR 8.405-6(a), Limiting Sources. An award will be made in the interest of economy and efficiency as a logical follow-on to an original
Federal Supply Schedule order #70FA3020A00000007 pursuant to FAR 8.405-6(a)(1)(i)(C).
The original award was competitively solicited and awarded using the ordering procedures at
FAR 8.405. It is necessary to limit competition for new work described herein as a logical follow-on because transition and ramp up time for a new vendor requires at least 9-12 months. This transition and ramp up time are not acceptable for a 24-7 critical disaster operations response system responsible for safety and accountability of the workforce.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that issuing the proposed Call Order to BluePrint
Consulting Services, LLC for the Sprint development of Tier 1 tasks for DTS represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This order will be placed in accordance with FAR
8.404, “Use of Federal Supply Schedules.” The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be requested. Additionally, prior to issuance of the call order, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered in order to determine that the total price is reasonable. The contractor’s labor mix and level of effort will also be compared to the Independent Government Cost Estimate
(IGCE).
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market research was conducted for the BPA recompete in September 2020.

7. Any other facts supporting the limited-sources justification. Additional facts may be stated in this section. If there are no additional facts, you must state that here.
FEMA/ORR/FOD is currently managing a BPA, awarded to Blueprint Consulting Services, LLC in September 2020, via a recompete, to operate, maintain, and develop the Deployment
Tracking System (DTS). DTS is a mission critical, high value 24-7, no-fail FEMA system responsible for the safety, qualifications, training, and accountability of the incident management workforce before, during, and after disasters. The base period of the BPA is from September 2020-September 2021 with four 12-month option periods. The total ceiling of the BPA was awarded at 29,887,883 with the scope of the BPA to include all operations, maintenance, and development of the system. Currently, the BPA has two call orders awarded in the base year, one for operations and maintenance (Call Order 1), and one for
Tiers 2 and 3, complex development (Call Order 2). We are working towards the award of an award for development of Tier 1, or lower complexity enhancements and bug fixes (Call
Order 3).
The scope of the BPA encompasses all operations, maintenance, and development of the system to support identified agency priorities to ensure the stability, efficiency, and optimization of the system for critical response FEMA operations. This indicates that the government shall determines which projects will be prioritized for development through the life of the BPA. In addition, the BPA states that “During surge, the contractor shall support off-cycle system requirements, reports, and blast communication. Based on historical data, we anticipate 6-8 additional call orders, to be issued within 48-72 hours, and the contractor shall have the capability and staff to meet the quick-turnaround requirements.”
FOD underwent a formal capability analysis of requirements (CAR) and capabilities in 2019-
2020 via the Joint Requirements Integration and Management System (JRIMS) required by the Joint Requirements Council within DHS/FEMA. The final approved validated requirements documentation projected DTS required more than double the resources than it currently had (funding and people) to address its expanded workload. The BPA was set up to facilitate the support of these increased requirements for both the minor and major development of DTS.
Due to the unprecedented scope and nature of the 2020-2021 disaster landscape, including
COVID-19 sustained operations for over a year, COVID-19 vaccination operations, SouthWest Border support, and an unprecendeted 2020 hurricane season, the DTS system has sustained numerous large-scale system upgrades that require significant regression testing, bug fixes, and system stabilization efforts to ensure the health and security of the system and continuity of high quality, 24-7 operational reliability of the safety and accountability features DTS provides to FEMA’s incident workforce.
With the current backlog of almost 1000 development tasks, DTS requires a dedicated development team to Tier 1 minor enhancement and bug fix remediation. This development team is critical to the stability and security and compliance of the Deployment Tracking

System. By providing this dedicated team, the development effort to stabilize the system will not be sidelined by disasters or other major Agency initiatives. Without this technical support, examples of increased risk to the FEMA deployed workforce include not receiving emergency messaging during a disaster, Field Leadership and Temporary Duty Supervisors not able to adequately account for and manage staff, and FEMA not being able to forward deploy resources to response operations. Lastly, the readiness of the FEMA workforce will be impacted by not having the technical resources available to develop and address issues as they come up.
When the BPA requirement was competed in the summer of 2020, the level of these operational requirements was not evident. At this time, FEMA projects that the level of DTS
Tier 1, 2 and 3 development support required will be sustained for at least the next 5 years at the current scope described in section 3 of this document.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made. Include a statement of actions taken or that will be taken to increase competition for future acquisitions of the same item/service (e.g., the government intends to revise overly restrictive technical specifications, acquire data rights, or pursue some other means to increase future competition).
9. FEMA intends to post this requirement on betasam.gov pursuant to FAR 8.405-6(a)(2)(i).
A detailed description of the requirements will be included in the Solicitation SOW in the follow-on recompete.
10. Technical/Requirements Personnel Certification.
Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources
Justification, are accurate and complete.
