About this file
This Limited-Sources Justification (LSJ) document details the Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Information Technology Acquisition Center's (ITAC) intent to award a task order to BridgePhase LLC for cybersecurity support services. The requirement is to develop and implement cybersecurity hardening and technology modernization strategies, plans, and enabling products in support of DHS cybersecurity strategic objectives, including Zero Trust principles and architecture implementation.
The task order is being awarded as a logical follow-on to an existing contract to ensure continuity of current technology implementation projects. BridgePhase LLC will provide technical and administrative support services, coordinate and communicate effectively across the Department, and develop actionable strategies. The contract is for an interim period, with DHS planning to compete and award a new contract in fiscal year 2026. The total estimated value is not specified in the document, but the justification emphasizes the critical nature of maintaining ongoing cybersecurity enhancement support without disruption.

Limited-Sources Justification (LSJ) For orders or BPAs exceeding the Simplified Acquisition Threshold
LSJ No: FY25-00308 pricing rates. Discounts to these GSA schedule rates will be requested. Additionally, prior to issuance of the task order, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered in order to determine that the total price is reasonable. The contractor’s labor mix and level of effort will also be compared to the Independent Government Cost Estimate (IGCE).
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market research was conducted with several schedule holders; while some aspects of the EMP support services will involve requirements that are government specific (i.e.
government specific regulations and authorities, knowledge of government specific systems) these services are inherently commercial in nature and thereby meet the FAR 2.101’s definition of a commercial service. FAR 2.101 states, "(2) Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions."
The basic functions to be performed are essentially the same. Therefore, the Government's need can be met by a type of service customarily available in the commercial marketplace.
7. Any other facts supporting the limited-sources justification. Additional facts may be stated in this section. If there are no additional facts, you must state that here.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made. Include a statement of actions taken or that will be taken to increase competition for future acquisitions of the same item/service (e.g., the government intends to revise overly restrictive technical specifications, acquire data rights, or pursue some other means to increase future competition).
The Department is committed to promoting competition in future acquisitions for these services. To that end, the Department will be competing and awarding a new contract in accordance with federal acquisition regulations in fiscal year 2026 before the term of this interim task order expires. This process will ensure that qualified contractors have an opportunity to participate. Additionally, the Department will review the requirements and technical specifications for future acquisitions to ensure they are not overly restrictive.
9. DHS intends to post this requirement on System for Award Management (SAM.gov) pursuant to FAR 8.405-6(a)(2)(i).
10. Technical/Requirements Personnel Certification.
