This acquisition is conducted under the authority of the GSA Schedule 70 Program, 41 U.S.C.

152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

1. Agency and Contracting Activity.

The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Information Technology Acquisition Center (ITAC) proposes to award an order pursuant to FAR 8.405-6(a), Limiting Sources.

2. Nature and/or description of the action being approved.

DHS/OPO intends to limit the number of sources solicited pursuant to FAR Part 8.405-6(a) for the procurement of services to provide OneNet Program Management Office (PMO) support to the proposed Contractor: eGlobalTech, 1900 Gallows Rd #800, Vienna, VA 22182.

3. Description of Supplies/Services.

The DHS OneNet Program provides technical support to the OneNet network to enable information sharing between DHS Components, Trade Partners, and other government agencies (OGAs) to include shared internet, intranet, and extranet services. The OneNet Program is managed within the DHS Office of the Chief Information Officer (OCIO), Information Technology Operations (ITO) Enterprise Operations Division (EOD) organization and includes functional areas for: (1) Program Management, (2) Enterprise Architecture, (3) Enterprise Engineering, (4) Engineering Operations, and (5) Enterprise Operations Center (EOC) and Network Operations Center (NOC).

ITO/EOD has an immediate mission need to acquire continued program management services in an uninterrupted manner, pending the planned competitive acquisition of support services for the One Net functional areas identified above (One Net Services Acquisition).

Currently the required program management services are being provided by eGlobalTech.

The current OneNet Program supports the entire OneNet Program (Architecture, Engineering, Engineering Operations, EOC, and Program Management) and consists of NOC analysts, Engineering and Architecture analysts, and Program Management analysts which enables connectivity and information sharing among DHS Headquarters, Components, and mission operations. Any lapse in contractual coverage for the OneNet Program Management contractor support services could result in a serious loss of support for the OneNet operation which is critical to the DHS mission. Network Service Requests from all DHS Components are facilitated by the contractor program analysts, enabling network upgrades and changes http://uscode.house.gov/

OneNet is the program that is responsible to ensure the DHS Information System Network is complying and operating within the FISMA, security, and Government regulations of an information system, without this support, the Department of Homeland Security would be unable to operate their Information System Network as we would not meet mandated federal policies.

DHS infrastructure services requirements are continuously evolving to meet mission priorities and changing technology. OneNet Mission Support is a distinct function within IT OPS where technical project management support functions must include:

Network migrations to the OneNet network Approved changes and upgrades to the OneNet network Patches and software upgrades that affect the OneNet network

The period of performance shall be a (6) Month base period with two (2) three month option periods for a total value of $4,020,385.60.

The period of performance is:

Base (6-months) 08/10/2020 to 2/09/2021 Option 1 2/10/2020 to 05/09/2021 Option 2 05/10/2021 to 08/09/2021

4. Authority and supporting rationale.

8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Rationale:

The services being provided by eGlobalTech are mission critical, and only the incumbent can properly provide for continuity of services at a sufficient level to meet mission requirements for IT Program and for Project Management Services. The Contractor provides IT program and/or project management services to include project integration planning, scope planning and management, resource analysis planning and management, schedule development management and analysis, risk planning analysis and management, project cost estimation, quality planning and management, and project performance planning. Additionally, the Contractor supports project control monitoring, and closeout services. Any lapse in contract coverage for the OneNet Program and Project Management Services could result in a serious loss of support for the OneNet operation which is critical to the DHS mission.

Two General Accountability Office (GAO) protests were received by DHS against the prior task order award and the Government took corrective action. Prior to implementation of the corrective action and during discussions with the Program Office, it became apparent that the Government’s requirements had changed significantly. Therefore, the task order was terminated for convenience. The Government must now revise its requirements and conduct a new competitive procurement. In the interim, the Government requires continuation of services while the new competitive acquisition is completed and transition from the current Contractor to the new Contractor can take place. A bridge task order for ongoing services is required for a six (6) month base period with two (2) three-month option periods.

Currently, the required Program Management Services are being provided by eGlobalTech via EAGLE II task order 70RTAC19FR0000081. Task order 70RTAC19FR0000081 was issued as a bridge task order. The period of performance contained a base period of 3 months with four 1-month options, starting July 10, 2019 and ending February 9, 2020. It also included the FAR 52.217-8 Extension of Services clause which allowed an additional 6-months of performance. Currently we have been utilizing the extension of services clause in 1-month intervals and the current task order end date is August 9, 2020. Task order 70RTAC19FR0000081 was issued with the full intention of having adequate periods of performance to allow award for the original task order which was terminated for convenience.

The services being provided by eGlobalTech are mission critical, and only the incumbent can properly provide for continuity of services at a sufficient level to meet mission requirements for program management support. If a new task order was competed and awarded, the awardee may require 30-60 days for transitioning-in, to include onboarding and training of staff to establish the necessary skills for this requirement. Additionally, there would be a learning curve with the new contractor during which service degradation would impede mission critical operations.

5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).

The contracting officer has determined that issuing the proposed Task Order to eGlobalTech for OneNet program management services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This order will be placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.” The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be requested.

Additionally, prior to issuance of the task order, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered in order to determine that the total price is reasonable. The contractor’s labor mix and level of effort will also be compared to the Independent Government Cost Estimate (IGCE).

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.

Market research was conducted to determine which contract vehicles can appropriately meet the Program Management requirement. The following vehicles were reviewed: DHS Enterprise Acquisition Gateway for Leading-Edge Solutions II (EAGLE II), GSA Federal Supply Schedules, Government-wide Acquisition Contracts (GWACs), and other contract vehicles. GSA Information Technology (IT) Schedule 70 was determined to best meet the requirement. Market research revealed that the incumbent, eGlobalTech is among the awardees on the GSA Multiple Award Schedule (MAS). Market research of the MAS awardee capabilities indicated that, while a number appeared capable of providing the required program management services, only the incumbent, eGlobalTech, has the corporate knowledge and understanding of the DHS OneNet wide area network to efficiently deliver the highly specialized OneNet services within the required timeframe and provide continued support with no break in service until the new competitive action is awarded.

7. Any other facts supporting the limited-sources justification.

None

8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.

The Government is currently in process of acquisition planning for a new competitive contract action for Program Management Services for the OneNet Program.

9. DHS intends to post this requirement on beta.SAM pursuant to FAR 8.405-6(a)(2)(i).

10. Technical/Requirements Personnel Certification.

Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
