About this file

This Limited-Sources Justification (LSJ) document justifies a sole-source task order award to Booz Allen Hamilton (BAH) for Enterprise Data Platform (EDP) Platform Architecture and Engineering Implementation Services. The one-time, firm-fixed-price task order is for the Internal Revenue Service (IRS) with a 12-month period of performance from April 30, 2025, through April 29, 2026, consisting of a 3-month base period, two 3-month option periods, one 2-month option period, and a 1-month transition out.

The justification stems from an urgent and compelling need after the Department of Homeland Security/Cyber Security and Infrastructure Security Agency (DHS/CISA) informed Treasury they could no longer support the contract beyond April 30, 2025. BAH was selected due to their deep knowledge of the IRS environment, extensive technical certifications, and current work supporting the platform. The EDP is a critical operational data platform providing 24/7/365 support for tax filing capabilities, data access via APIs, and supporting taxpayer and employee-facing programs. The contract aims to ensure continuous operation of the platform during the 2025 filing season without disruption.

FAR 8.405-6(a)(1)(i)(A) An urgent and compelling need exists, and following the procedures would result in unacceptable delays.

FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

FAR 8.405-6(a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order or BPA provided that the original order or BPA was placed in accordance with FSS procedures in accordance with the applicable Federal Supply Schedule ordering procedures. 4.b Supporting Rationale:

This requirement was previously managed via a Request for Services (RFS051) under Department of Homeland Security (DHS)/ Cyber security and Infrastructure Security Agency (CISA) Delivery Order (DO) 47QFRA24F0006, under the General Services Administration (GSA) Government wide Acquisition Contract (GWAC) number 47QTCK18D0004, with period of performance of May 01, 2024 April 30, 2027. On February 14, 2025, DHS/CISA informed Treasury via email that they lacked the flexibility to continue to support activities that do not align with the original intent of the Continuous Diagnostics and Mitigation (CDM) Program after April 30, 2025. As a result, this task could no longer be included on the CDM contract vehicle. Treasury/IRS actions did not cause the delay nor was it due to lack of planning because of the surrounding circumstances. Consequently, the IRS had only 75 days remaining to put another contract in place, which created an Urgent and Compelling situation resulting in this request for a Limited Source Justification.

The platform includes on boarding new datasets to the platform, provides business units access to that data, and ensures that production data is available for taxpayer and IRS stakeholder access. The platform requires 24/7/365 support and access to live data to support the American Taxpayers as they file their current 2024 taxes.

Booz Allen Hamilton (BAH) is certified in Capability Maturity Model Integration (CMMI) development and service level 5, which means they are equipped with knowledge and resources and possess a deep knowledge of the current IRS environment to include T-Cloud and Treasury networks, Platform Security Operations, data security, and end-to-end platform troubleshooting capabilities to expeditiously respond to resolve Priority 1 and Priority 2 critical incidents and perform critical infrastructure configuration changes. Transitioning a new contractor team without ample time will impact the taxpayer experience and services and tax filing for the American Taxpayer.

Additionally, BAH possesses a multitude of specialized certifications to support the platform:

AWS certified Developer, Certified Solutions Architect, AWS Certified Sysops Administrator, Splunk certified power user, Splunk certified User, Amazon EMR, Cloud Security, Platform Architecture, Cloud Networking, IaC developer, AWS Certified Machine- Learning Specialty, AWS Certified DevOps Engineer - Professional, Certified Kubernetes Administrator(CKA), Red Hat Certified Architect, Cisco Certified Networking Associate(CCNA), Informatica Power Center Specialist, StreamSets Control Hub, CISSP- ISSAP,(Security Architecture), CISSP-ISSMP(system security management), CISSP(security), CSSLP(software lifecycle security), CGRC(governance, risk, compliance), and SSCP(system security practitioner) certifications, Tableau Server certified Associate- Hand on experience with Big Data/Analytics/AI/ML using AWS redshift, Sagemaker, Starburst, Databricks Notebook, Spark, Kafka, Hadoop, Linux, Java, Python, Scala, GenAI Platforms and AWS Bedrock, LLMs- API.

BAH is also providing defect triage and mitigation, conducting platform security, effectively engaging with the T-cloud managed service provider, supporting all tenant deployments and managing deployment readiness gates and migrating large and/or key datasets to EDP including MeF/MTRDB, eGain, GMF, and others slated for migration to EDP to meet IRS

tenant and stakeholder demand. Any lapse or reduction in support due to a contractor transition will significantly increase the risk to the IRSs ability to securely process tax returns and refunds and will negatively impact multiple IRS programs relying on integration with EDP to achieve their critical objectives. Leveraging the incumbents institutional knowledge eliminates redundancy and allows resources to be allocated in the most economical and efficient manner, whereas any transition to a different contractor would cause disruption of service, duplication of efforts, transition delays, and/or increased cost.

If there is a break in service unacceptable delays would occur and the IRS would potentially have inaccurate business and individual taxpayer information resulting in delays in processing and collections/refunds to and from the taxpayers. Additionally, AI automation/analysis capabilities for platform data, that would improve efficiency and optimization, would be delayed. The following critical services would also stop:

Providing continuous O&M support (24/7/365) to ensure the integrity of the EDP infrastructure, including maintaining the data pipelines for regular data loads, operations of production databases, technical platform support during scheduled and ad-hoc maintenance windows, and technical support for the resolution of incidents.

Maintaining the necessary data access policies and data governance functions to secure data based on UNAX policies, need-to-know information, and ensuring all entitlement processes are followed and enabled. Note there are 800+ users with entitlements to production data in EDP governed by 3,500+ entitlements which are growing daily.

Collecting and cataloguing new data onboarding to the platform, which supports master data management and the consolidation and retirement of key data assets across legacy systems. This would include management of the taxpayer account and other persistent data entities, while connecting data siloes that exist across the enterprise.

Continued support for EDP Filing Season-dependent services that provide information on the number of filers direct to the IRS, services to allow businesses to view and edit their account information for optimized filing, and support to the individual taxpayer accounts for streamlined processing. The platform remaining up and active ensures the IRS prevents delays / negative for the taxpayer and avoids impacts to accessing data via the mainframe.

Due to the nature of the work in progress, such as the IT and program environment institutional knowledge and intellectual capital already gained, unacceptable delays will impact the filing season currently in progress. With only a little over 30 days remaining on the current RFS and considering IRS on-boarding challenges, to award to a new vendor would be disruptive to the IRS mission leading to inefficiencies, unacceptable delays, substantial duplication of time, resulting in duplication of costs, missed milestone deliveries, and loss of continued efficiencies and effectiveness for the enterprise data platform.

8. A statement of the actions, if any, the Requiring Activity and Contracting Activity may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies and services is made:
