About this file
This document is a Limited Sources Justification (LSJ) for an emergency procurement by the Department of Veterans Affairs Central Arkansas Veterans Health Care System. The document details an urgent requirement to replace a failed transformer at the North Little Rock VAMC campus, which is critical for backup power to all campus buildings. Venergy Group, LLC was selected as the sole source contractor under Federal Supply Schedule Contract GS-21F-054BA for an emergency purchase valued at $427,565.00, with a project start date of 05-02-2025 and completion date of 02-14-2026.
The justification emphasizes the urgent and compelling need, noting that failure to award the contract could cause significant disruption, including potential power outages that might impact medical equipment function, patient safety, and overall medical center operations. Market research was conducted by contacting two verified Service-Disabled Veteran-Owned Small Business vendors, with Venergy Group ultimately being selected after a price analysis determined their quote was fair and reasonable. The procurement is being conducted under FAR 8.405-6(a)(1)(A) due to the critical nature of the transformer replacement.
