About this file

This is a Limited Sources Justification document submitted by the Department of Veterans Affairs, Northern Indiana Veterans Health Care System (VAHCS) in Marion, Indiana, justifying restricted competition for an order of Roche diagnostic tests.

The Northern Indiana VAHCS is requesting a 6-month bridge contract for Roche tests required to operate on existing Roche Cobas Pros equipment currently in use at the facility. The proposed contractor is Roche Diagnostics Corp., located at 9115 Hague Road, Indianapolis, Indiana 46256. The order is being placed against existing FSS Contract Number V797D-70105 (expiring March 15, 2027) with an estimated value of $564,293.89 and a performance period from May 1, 2026 through October 31, 2026. The justification cites GSAR 538.7104-3(b)(1)(ii) as the primary authority, establishing that only one source—Roche Diagnostics Corp. as the original equipment manufacturer (OEM)—is capable of providing the tests required for compatibility with the existing equipment. Market research using SBA databases identified no small disadvantaged or veteran-owned small businesses capable of supplying the required tests, and neither the VA Rule of Two nor SBA Rule of Two could be satisfied. The document confirms that FSS pricing already represents best value to the government through negotiated rates for the "Big Four" government agencies. The justification received certifications from Supervisory Clinical Laboratory Scientist Rebecca K. Mcgauley, Contracting Officer Todd Cress, and Branch Chief Christopher Gundy, all dated April 2026.
