Single Source Justification Western Area Power Administration

FAR 13.106-1(b)(1), Simplified Acquisitions

21WA140339

1. Identification of the agency and the contracting office.

Western Area Power Administration (WAPA), Upper Great Plains Region, Billings, Montana.

2. Description of supply or service required to meet the agency’s needs.

This is the purchase of ConvergePoint Policy Management license, setup, and support. This is a limited source/brand name simplified acquisition. The government intends to award a firm-fixed price order.

3. The rationale or circumstances for limiting competition.

RMR/DSW and SNR Operations personnel require this software in a 24x7x365 application.

This is due to the current Policy and Procedure Management (PPM) application, making a complete move of the software into a cloud-based environment. Also is due to cyber security concerns including where their cloud-based application will be hosted, WAPA cannot continue utilizing the PPM application.

After vetting multiple software solutions for FedRamp certification, desired user functions, and necessary security and compliance requirements, ConvergePoint is the only vendor to be found offering a feasible option.

Some of the functions that ConvergePoint offers to meet user requirements are auditing ability, versioning history, individual user permission roles, attestations, knowledge testing of users, user edits history, and regular reminders for re-evaluation or review.

ConvergePoint is the only solution discovered that meets all user’s functional requirements in addition to meeting cyber security requirements. This tool is a document repository that has many needed functions for compliance of FERC and NERC compliance criteria.
