Limited Sources Justification Contract: DE-NA0000461/DE-DT0013591

I. AGENCY IDENTITY AND CONTRACTING OFFICE
The services required are in support of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Defense Programs (NA-10) and the Office of Systems Engineering and Integration (NA-18). The contracting activity is the NNSA Non-M&O Contracting Operations Division, Headquarters Program Section (NA-
APM-126).
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This acquisition action is to modify TechSource, Inc.’s Task Order DE-NA0000461/DE- DT0013591 to extend Performance Work Statement (PWS) subtasks 3.1-3.8.
The current Task Order was competed amongst the NNSA Technical, Engineering and Programmatic Services (TEPS 2) Blanket Purchase Agreement (BPA) holders and was awarded to TechSource on September 22, 2017. The current Labor Hour Task Order expires March 24, 2021 and has a current ceiling price of $5,039,444.84.
This action will result in a modification to Task Order DE-DT0013591 to extend the performance period for PWS subtasks 3.1-3.8 from March 24, 2021 to May 24, 2021 (two months total). The total increase for the two-month extension is $192,316.74.
III. DESCRIPTION OF SUPPLIES AND/OR SERVICES
The Office of Defense Programs (DP) has the responsibility for ensuring the reliability of the nation's nuclear weapons stockpile by maintaining and enhancing its safety and security for a continued effective deterrent, without underground nuclear testing. The Stockpile Stewardship and Management Program (SSMP) ensures that all weapons in the stockpile remain safe, secure, and reliable. This includes research and development, maintenance, surveillance, assessment, and life extensions as necessary. In addition, DP supports nonproliferation goals and international commitments to eliminate militarily available nuclear materials through the dismantlement and disposition of retired weapons and weapons components. One of the major subprograms within DP is the Life Extension Program (LEP), which extends the lifetime of the nation's nuclear stockpile enabling the stockpile and the nuclear security enterprise to respond to threats of the 21st century without developing new weapon systems.

NA-18, within DP, requires technical, analytical, and liaison support to implement systems engineering principles for requirements management. Support is needed in the following areas: requirements management policy and process development and execution; identification and development of requirements; conduct of requirements traceability; technical development, implementation, management and maintenance of requirements repository tool; requirements decomposition and integration; requirements analysis including conflicts and risks; requirements verification and validation;
configuration management of requirements; and, requirements management support to specific programs.
IV. LIMITED SOURCES AUTHORITY
The authority permitting limited sources as implemented by the Federal Acquisition Regulation (FAR) 8.405-6 (a)(1)(i)(C) – In the interest of economy and efficiency, the work is a logical follow-on to Task Order DE-DT0013591, which was placed in accordance with FSS procedures and was not issued under sole source or limited sources procedures.
V. JUSTIFICATION FOR USING THE LIMITED SOURCES AUTHORITY
NNSA issued a Request for Quotations (RFQ) to the TEPS2 holders on May 10, 2017.
NNSA awarded a Task Order to TechSource in accordance with the terms of the RFQ.
The Task Order was placed in accordance with the applicable Federal Supply Schedule ordering procedures and was competed amongst all TEPS2 BPA Holders. TechSource currently provides technical, analytical, and liaison support services for Requirements Management Systems Engineering under Task Order DE-DT0013591.
TechSource’s Task Order DE-DT0013591 expires on March 24, 2021, and NA-18 requires continued support. Extending DE-DT0013591 is the most economic and efficient method to obtain the required technical support services because TechSource is familiar with and is currently supporting systems engineering, functional decomposition of requirements and requirements traceability; the management and performance of studies and analyses to support informed decision making; effective approaches for the conduct of independent assessments; developing and implementing effective systems engineering processes and tools; and risk management.
Issuing a new Task Order to another contractor for two months would require additional time and costs which would not be in the interest of economy and efficiency. This modification is a logical follow-on in that it is a continuation of the work scope TechSource currently performs under Task Order DE-DT0013591.
VI. CONTRACTING OFFICER DETERMINATION OF BEST VALUE
The contracting officer has determined after considering the level of effort and the mix of
DE-NA0000461/DE-DT0013591 Page 3 skills available for the tasks needed, that the proposed action represents a reasonable, realistic total price and will be the best value for the Program consistent with FAR 8.404(d). The Contracting Officer compared TechSource’s proposed price of the extension to the Independent Government Cost Estimate. TechSource proposed a 10% discount to their GSA Schedule rates, consistent with their discounts from the Base and Option Periods. The Contracting Officer determined the price of the extension to be fair and reasonable.
VII. MARKET RESEARCH
Additional market research was not conducted for this action because the Government is competing a follow-on requirement for additional technical support services for NA-18 under the DOE/NNSA TEPS2 BPA and expects to make award by May 24, 2021.

None.
IX. STEPS TO FOSTER COMPETITION
NNSA will release a competitive solicitation amongst the TEPS2 BPA holders to recompete the services before March 24, 2021.
