5. Reasons for Authority Cited: By replacing the current gasoline out board engines with the COX Diesel outboards, Dominican Republic's Boston Whaler Vessel is expected to see an estimated 30 plus percentage improvement in fuel economy, a 30 percent reduction in emissions output and an extended time in-between routine maintenance period. All these factors add up to allowing for increased operational hours with a reduced environmental impact, a significant savings in fuel costs as well as increase in Vessel / crew safety.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.

Requirement to post justification in accordance with FAR 13.105(c), action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.

7. Market Research: Market research indicates the item falls within the commercial items definition as it is customarily used by the general public and has been sold, leased, or licensed to the general public. Based on market research and previous acquisition history there is no expectation that there will be two or more small businesses that will meet the delivery schedule or provide an offer at fair market price.

As a result, this requirement will be solicited unrestricted and will be posted on SAM.Gov along with a redacted LSJ for brand name items to maximize competition.

Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
