ACC-WRN FT 4293, 03 MAY 2018 Previous Edition is Obsolete Page 1 of 2
Department of the Army Sole Source Justification for Purchases under the SAT
(Using FAR Part 13)
Purchase Request #: TBD
1. Contracting Activity: The United States Army Contracting Command – Detroit Arsenal (ACC-DTA) is the procuring activity for this action.
2. Description of the Supply or Service Purchased: ACC-DTA proposes to solicit and award, on a sole source basis, a Firm Fixed Price (FFP) contract, consisting of a 12-month period of performance, to Dice Career Solutions to procure ClearanceJobs subscriptions, in support of ACC-DTA Business Management Division. This procurement will provide online access, three users with recruiter profiles and utilization of online features to help attract, source, engage and hire personnel who possess active security clearances.
Suggested Vendor:
Dice Career Solutions.
12150 Meredith Drive Urbandale, Iowa
CAGE: 3B3R6
Unique Entity ID: WFQCHTLHEC37
3. Dollar Amount: The estimated total procurement price is $52,020. Fiscal Year (FY) 2022, Operations and Maintenance, Army (OMA) funds will be utilized for this effort.
4. Authority Cited: 41 USC 1901(e)(2) and FAR 13.106-1(b)(1), “Soliciting from a Single Source."
5. Reason for Authority Cited: Dice Career Solutions is the sole provider of ClearanceJobs software, which is Section 508 compliant, and is the only software that meets the Government’s needs and is essential to the Government’s requirements.
This tool will be used for on-going hiring activities across ACC-DTA and supported sites and is being requested in order to reach a candidate pool outside of normal procedures in an attempt to recruit hard-to-fill positions. ClearanceJobs offers the unique opportunity to search for candidates who already possess an active security clearance, which cannot currently be done through other job search sites such as USAJOBS, Indeed or Monster. This ability will be especially beneficial when filling ACC-DTA positions that require a Top Secret (TS) or Top Secret/Sensitive Compartmented Information (TS/SCI) clearance level, as obtaining these clearances is an extremely long process that hinders the ability to accomplish our mission at certain sites. Gaining access to the candidates linked with this site gives ACC-DTA the potential to quickly fill a number of positions and expedite the on-boarding process.
6. Market Research: Pursuant to FAR 10.002 (Procedures), Market Research was conducted by Contract Specialist MAJ Katrina Twigg from 9-14 September 2022. The Computer Hardware Enterprise Software and Solutions (CHESS) procurement system is a
ACC-WRN FT 4293, 03 MAY 2018 Previous Edition is Obsolete Page 2 of 2 mandatory source for commercial IT software. A Request for Quote (RFQ) was posted to CHESS on 12 September 2022 with a closing date of 14 September 2022, and zero vendors responded with availability. An Information Technology Approval System (ITAS) waiver and Statement of Non-Availability (SoNA) are currently being processed.
Additional market research was conducted via GSA Market Research Assistance Tool (MRAT) on 12 September 2022, internet searches and email with Mission and Installation Contracting Command (MICC) G-1. GSA MRAT provided that no vendors provided ClearanceJobs subscriptions outright. A prior delivery order by Department of Homeland Security, 70RSCA 21FR0000092 from GS-23-F-0238M to Marcom Group, included professional services to outsource and administer the ClearanceJobs subscriptions; Marcom Group's current MAS only allows purchase of the subscriptions in conjunction with another service procurement. MICC G1 is currently procuring accounts from Indeed.com and does not hold ClearanceJobs subscriptions. Internet searches of Indeed.com, Monster.com, LinkedIn.com and USAJobs offer similar services for human capital recruitment purposes but do not limit their candidate pools to only those possessing valid security clearances, do not provide security clearance screening services, nor do they have the ability to filter candidates based on this selection criteria. Therefore, based on the above information, ClearanceJobs software is essential to the Government’s requirements and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
7. The technical point of contact is Laura McNeil, laura.c.mcneil.civ@army.mil or (586) 282- 6016.
8. Contracting Officer Certification: I certify this justification is accurate and complete to the best of my knowledge and belief.
