About this file

This is a Justification Review Document prepared under FAR Part 13 for simplified procedures for certain commercial items. The document justifies a sole-source acquisition for catering services to support a United States Southern Command (USSOUTHCOM) conference luncheon scheduled for March 5, 2026, at USSOUTHCOM headquarters in Doral, Florida. The requiring activity is the Joint Engagement Visitors Bureau (JEVB) under USSOUTHCOM, and the contracting activity is the 410th Contracting Support Brigade (CSB)/Regional Contracting Office (RCO) in Miami.

The proposed contractor is KNS Culinary Group LLC, a qualified vendor authorized to provide the required catering services. The contract vehicle is a Purchase Order with Firm-Fixed Price contract type, utilizing Operations & Maintenance, Army (OMA) FY 2026 funds. The requirement involves providing catering services for approximately 200 guests, including a gourmet buffet lunch with high-quality food and beverages, professional staffing, elegant service ware, and complete food preparation, presentation, service, and cleanup. The catering must include food, beverages, staffing, chinaware, utensils, plates larger than 6 inches in diameter, beverage glasses, and linen napkins. The service delivery date is March 4-5, 2026. The justification cites urgency and short notice as the basis for sole-source acquisition under FAR 13.106-1(b)(1), noting that extensive market research identified only one qualified vendor capable of meeting all specifications within the required timeframe. The acquisition falls below $250,000 and is classified as a new requirement with no previous procurement history.
