About this file
This document is a justification for limiting sources on a micro-purchase contract for carts. The Department of Veterans Affairs VHA VISN 1 seeks to award a sole source contract to CartCaddy for 6515 carts at a total price of $402,230. The justification cites CartCaddy's unique suitability for the task as they are the only manufacturer of carts that meet all of the VA's requirements for durability, maneuverability, and compatibility with existing equipment. The contract would run through December 2023 with an option to extend for two additional years. No other changes or additional details are provided in the document or related solicitation.

DJ Products are the only known available source for the items required. Upon contacting DJ products, the Government has learned the OEM may have authorized resellers.
Through market research, it was discovered that while there are other branded carts that produce similar carts in nature, they do not meet the minimum specifications outlined above. Therefore brand name or equal carts will be accepted for this requirement.
6. Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
