About this file
This is a Limited-Sources Justification document for the Defense Logistics Agency (DLA) Troop Support, Medical Supplier Operations, Electronic Catalog (ECAT) Division. The document details the acquisition of 17,000 specialized medical items for the United States Marine Corps (USMC): 10,000 North American Rescue (NAR) Combat Application Tourniquets (C-A-T) and 7,000 NAR Burntec Dressings, sized 4" x 16" (10CM x 40CM). These items are critical components of the USMC Individual First Aid Kit (IFAK) Re-Supply Kit, designed to provide immediate critical care for combat-related injuries, with features like visual application indicators, one-handed application, and specialized burn and hemorrhage control capabilities.
The justification emphasizes that these specific NAR products are the only items compatible with existing IFAK protocols and meet unique military specifications. Market research compared the NAR items to alternatives like SOF Tactical Tourniquet and Water-Jel/BurnEase dressings, concluding that only the NAR products fully satisfy the requirements. The procurement will support approximately 200-300 tactical training exercises annually and is being conducted under the ECAT Multiple Award Schedule Program. DLA Troop Support has determined the prices fair and reasonable, and will send a Request for Quotation (RFQ) to Medical/Surgical contract holders to potentially obtain better pricing.

for burn treatment and single hemorrhage control. The tourniquet and burn dressing are essential kit components to the USMC IFAK Re-Supply Kit, that allow individuals to provide immediate critical care for penetrating, blast or other traumatic injuries. The standardized rapid response to preventable deaths in combat situations requires seamless integration with the existing kit design, visual indicators for immediate identification and proper application, and a one-handed application capability in self-aid or buddy-aid scenarios. These items will be used by Marines, the vast majority of whom do not have medical training, to provide first aid response in support of the mission. requires supply for approximately 200-300 tactical training exercises annually, simulating combat casualty care scenarios such as limb tourniquet procedures for severe bleeding control and burn dressing application for thermal injuries.
require the tourniquets to be utilized in a pre-hospital setting for limb injuries sustained in combat and training scenarios that offer visual application indicators, and a system that allows for precise and one-handed secure tightening with minimal physical effort. requires the burn dressings to provide vital burn management with immediate cooling technology, pain relief, non-adherent properties that minimize further tissue damage during removal processes, and packaging designed for rapid access and single-handed use in crucial environments where rapid evacuation is not possible.
The marines are equipped with Individual First Aid Kits (IFAKs) and receive training on their use to enhance survivability in operational environments. This training is intended to empower every Marine to immediately address life-threatening injuries in themselves or their teammates.
The training increases the likelihood of effective intervention during real-world events. As mentioned above, the standardization of the NAR Individual First Aid Kit resupply kit which includes the NAR C-A-T and NAR Burntec items in conjunction with IFAKs already in use significantly reduces response time when applying first aid. Both the NAR C-A-T tourniquet and NAR BurnTec burn dressing are fully integrated components of the current USMC IFAK configuration. Their sizes, packaging, and deployment methods have been standardized to ensure compatibility and ease of access within the existing kit design. This uniformity facilitates consistent training, inventory management, and logistical support. Use of alternative components would disrupt this integration, potentially causing confusion or delay during emergency medical intervention. The IFAKs in conjunction with C-A-T and Burntec dressings allow for standardization in training, streamlining protocols and logistics that are not achievable with other products.
No other manufacturer has the capability of meeting the requirements listed above.
Only the NAR Individual First Aid Kit resupply kit comprised of the NAR C-A-T and NAR Burntec items are capable of satisfying the requirement. Within the Medical/Surgical ECAT program, these products are only available from
5. DLA Troop Support has already determined the prices of the supplies under the ECAT Multiple Award Schedule Program fair and reasonable based on a favorable comparison to other than certified cost or pricing data. Request for Quotation (RFQ) will be sent to all Medical/Surgical contract holders prior to placement of the delivery order in an effort to obtain better pricing. This acquisition represents the best value to the Government consistent with FAR 8.404(d).
6. Market research was conducted by the Project Officer of the and the acquisition specialist using the FDA website, Google, ECRI, and published literature.
Within the product category of tourniquets and dressings, similar items available on the market include SOF Tactical Tourniquet (SOFTT-W) and various burn dressings such as Water-Jel and BurnEase. The SOFTT-W lacks the visual indicators the C-A-T provides and would require additional training for proper application. Beyond the visual application indicators, the C-A-T tourniquet incorporates a windlass system that allows for precise and secure tightening with minimal physical effort. Additionally, the C-A-T features a patented one-handed application design that is critical in scenarios where the user may need to self-apply the device with only one free hand—a capability not uniformly present in the SOF Tactical Tourniquet or other commercial tourniquets.
Water-Jel and BurnEase burn dressings offer hydrogel technology and non-adherent properties, however they both lack the stable-sheeting and non-spill hydrogel structure strengthened by a non-woven fabric that NAR Burntec offers. As Water-Jel and Burnease are gel-soaked pads and less structured which are harder to manage single-handedly on challenging surfaces or in tactical and emergency settings. Additionally, Water-Jel and BurnEase offer less effective pain relief, have the potential to cause further injury to burn wounds, and cannot offer support for third-degree burn injuries (thermal, chemical, and electric). While other burn dressings on the commercial market also use hydrogel, NAR BurnTec is uniquely engineered to meet military specifications for durability, shelf life, and ease of application in austere environments. Its packaging is designed for rapid access and single-handed use, with superior adherence and cooling effects tailored for battlefield conditions.
The NAR C-A-T and NAR Burntec items are the only items compatible and suitable with existing IFAK’s currently in use by that enable standardization and adherence to established protocols for consistent and effective application during hemorrhage control and burn treatment procedures. Both the NAR C-A-T tourniquet and NAR BurnTec burn dressing fully comply with USMC medical equipment standards and the latest guidelines. These items are essential components of the NAR United States Marine Corps (USMC) Individual First Aid Kit (IFAK) Resupply Kits. Based on feedback from Subject Matter Experts (SMEs), these components are trusted for their proven effectiveness, safety, and reliability in battlefield conditions. Only the NAR C-A-T and NAR Burntec items are capable of satisfying the requirements for
7. ECAT vendors have the opportunity to add products that fall within scope of the ECAT contract regularly, thereby increasing competition. DLA Troop Support will continue to attempt to locate other acceptable sources for future requirements for as they arise;
however, any new items would need to meet all of the requirements.
