About this file

This Limited Sources Justification and Approval (J&A) document details a sole-source procurement for the Headquarters Air Education Training Command (HQ AETC) at Joint Base San Antonio Randolph Air Force Base. The 502d Contracting Squadron intends to award a purchase order to PAVION Corp via GSA Contract GS-35F-110GA for installing eight (8) Common Access Card (CAC) proximity readers at Building 903. The procurement requires a turn-key solution including removal of old equipment, mounting hardware, reader installation, magnetic lock installation, and creating a duplicate access control system that will not connect to any government network.

The justification for sole-sourcing stems from PAVION Corp's previous installation of the access control infrastructure in March 2020, which includes proprietary software, administrative passwords, and licenses. The company holds lifetime warranties on power supplies and card readers, and installing a third-party vendor's system would void these warranties and potentially cause system compatibility issues. A Notice of Intent was published on SAM.gov, which received one response from Landseer Group seeking clarification. After market research and fact-finding, the contracting office determined PAVION Corp is the only capable vendor to fulfill this specific requirement, with the procurement valued under the existing GSA contract.

I. Contracting Activity.

This acquisition is being issued by the 502d Contracting Squadron (502 CONS)/ JBKCB on behalf of the Headquarters Air Education Training Command (HQ AETC), Joint Base San Antonio (JBSA) Randolph Air Force Base (AFB), Texas.

II. Nature and/or description of the action being processed.

This requirement is for the procurement of materials and labor necessary to install eight (8) Common Access Card (CAC) proximity readers at Building 903. The eight (8) CAC readers must integrate with the current security system installed at the HQ AETC campus. Based on the circumstances listed below, this requirement is being acquired as a one (1) time purchase order via General Services Administration (GSA). PAVION Corp, GSA Contract No. GS-35F-110GA.

III. Description of supplies/services required to meet agency needs.

This is a one (1) time purchase order for eight (8) additional CAC readers for the HQ AETC at JBSA Randolph Air Force Base (AFB). A list of the requirements are outlined below:

1. Provide turn-key solution for the removal of old equipment (if necessary)

2. Provide mounting hardware

3. Installation of eight (8) CAC readers

4. Installation of magnetic locks at the specified locations

5. Access control system will be a duplicate system and not connect to any Government network.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

PAVION Corp (formerly known as STAR Asset Security) installed the current access control system and infrastructure in March 2020 under contract FA301620F0196 for $149,611.62. PAVION Corp retains proprietary elements of the current access control system installed, and currently holds the administrative passwords and licenses at the HQ AETC Campus. Awarding this requirement to another source would require an additional server, software, licensing, and maintenance that would cost the Government more time and resources to manage. Awarding the installation of eight (8) new access readers to a third-party vendor would also require duplicating the existing infrastructure.

Additionally, PAVION Corp currently holds their manufacturer lifetime warranties on the power supplies and card readers. If another vendor installs their own infrastructure or is permitted to service the system, the lifetime warranties on these components will no longer be maintained by PAVION Corp, which could introduce unnecessary risks and potential future costs with system instability and loss of warranty coverage.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

502 CONS intents on soliciting, negotiating, and awarding a purchase order to PAVION Corp; Cage Code: 0F4N9 via their General Services Administration (GSA) Contract Number: GS-35F-110GA. Per FAR 8.404(d), GSA has already negotiated fair and reasonable pricing. However, the Contracting Officer shall further determine pricing received to be fair and reasonable utilizing Price Analysis techniques IAW FAR Part 8 and FAR 15.403-3(c)(1).

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

A Notice of Intent (NOI) to Award a Sole Source contract was published on SAM.gov on 26 August 2025 for five (5) days. The Contracting Office received one (1) response from Landseer Group (Cage Code:

96W20, small business) requesting clarification for why this requirement is being sole-sourced. 502 CONS responded to the vendor with the information stated in Section IV. No further responses from interested parties regarding their capabilities to fulfill this requirement were received. Additionally, further fact finding was completed with a PAVION Corp representative on 28 August 2025 who confirm via email that while a third-party vendor could install the new CAC readers, it will cause system compatibility issues and potentially void the current lifetime warranty in place for the CAC security system. The Government has concluded that PAVION Corp is the only capable vendor of meeting and fulfilling the requirement. Therefore, 502 CONS intends to award to PAVION Corp, Cage Code 0F4N9 via their GSA Schedule GS-35F-110GA.

VII. Other facts supporting the justification.

This is a sole-source request IAW FAR 8.405-6(a)(1)(i), Limiting Sources. PAVION Corp (formerly known as STAR Asset Security) installed the current security infrastructure on the AETC Campus in March 2020 under Contract #FA301620F0196. The security system is comprised of highly sophisticated software, licenses and passwords that only PAVION Corp has access to. As stated previously, the PAVION Corp Account Executive, Anthony Tran confirmed via email on 28 August 2025 that if another third-party vendor were to implement and install their own system for these eight (8) CAC readers, it would require a new server to be installed which would require additional maintenance and management for the Government. Furthermore, the existing infrastructure would need to be duplicated, which no third-party vendor expressed their capabilities during the NOI. Therefore, it was determined that there are no other authorized businesses who are capable to install the requested eight (8) additional CAC readers.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

To preclude the necessity for future sole source acquisitions, HQ AETC and 502 CONS will continue to conduct market research to determine potential future sources capable of providing the services needed.
