DLA CONTRACTING SERVICES OFFICE PHILADELPHIA
700 ROBBINS AVENUE
PHILADELPHIA, PENNSYLVANIA 19111-5092
IN REPLY
REFER TO
LIMITED SOURCE JUSTIFICATION
(For Acquisition Conducted Under the Authority of the Multiple Award Schedule
Program)
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY.
Requiring Activity:
Defense Logistics Agency (DLA) – Energy Business Process Support Directorate (BPSD) 10400 Furnace Road Lorton, VA 22079
Contracting Activity:
DLA Contracting Service Office Philadelphia (DCSO-P) 700 Robbins Avenue Philadelphia, PA 19111-5096
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.
This limited source justification authorizes task order extensions via clause FAR 52.217-8 – Option to Extend Services for the continued procurement of functional and technical support to facilitate DLA Energy’s transition into the Enterprise Business System (EBS). These services are currently provided under Task Orders for Blanket Purchase Agreement (BPA) SP4701-07-A- 0001, which was competitively awarded to Accenture Federal Services LLC (Accenture) and its Teaming Partners (Advanced Solutions, Inc. (ASI), IT Partners, SharpMinds, and VETS) on February 1, 2016 against Federal Supply Schedules: GS-35F-0371N, GS-35F-0926R, GS-35F- 0585, GS-35F-0388V, and GS-35F-0283Y. BPA SP4701-07-A-0001 expired on 3/31/2017.
Task Orders against the BPA were Firm-Fixed Price and consisted of the following Task Order Awards:
Accenture: SP4701-07-A-0001-0505
ASI: SP4701-11-A-0171-0039
IT Partners: SP4701-13-A-0191-0008 SharpMinds: SP4701-11-A-0141-0036
VETS: SP4701-13-A-0200-0049
The continuation and extension of services is necessary due to unexpected delays in the award of a follow on competitive acquisition. The current action will be an extension of the BPA Task Orders for a 2 month period of performance from February 1, 2018 through March 31, 2018.
3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT
There are five categories of EBS support required: Strategic Project Support; Tactical Planning and Support; Subject Matter Expertise (SME); Supplemental Project Support; and System Reports.
These task orders are necessary to assist DLA Energy with functional and technical expertise and support to facilitate DLA Energy’s transition into EBS. DLA has a need for the continued support to help end users further acclimate to EBS and help perform daily system activities, improve DLA Energy’s operations within EBS, and support functional requirements associated with EBS. DLA Energy seeks continued functional support in the Procurement, Finance, Order Fulfillment, Planning, and Reports functional areas.
4. THE AUTHORITY AND SUPPORTING RATIONALE, AND, IF APPLICABLE, A
DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.
In accordance with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
To assist DLA Energy in this pursuit, Accenture and its Teaming Partners will apply their comprehensive understanding of EBS business processes, data, system design, configuration, strong background and expertise in logistics and supply chain management and job processing to support data collection, analysis and validation activities, and to provide input to and recommendations for DLA Energy initiatives aimed at reducing costs, improving service level metrics, and improving Energy supply chain performance.
Accenture and its Teaming Partners’ direct experience and technical knowledge utilizing the Enterprise Business System (EBS) are critical in continued system sustainment during this period of performance. Accenture support will include assistance with Strategic Projects, Tactical Planning and Support, System Reports, Subject Matter Expertise, and Supplemental Project Support.
Accenture and its Teaming Partners are the only source capable of providing the required services within the required timeframe based on EBS/SAP systems access requirements.
Accenture and its Teaming Partners are the only vendor source with the required EBS/SAP knowledgeable workforce with Security checks in place, DLA-H Form 1728s ready for DLA Security approval, CAC Cards issued and EBS/SAP Account Management and Provisioning System (AMPS) Rolls. The process for a different vendor to obtain the required clearances and AMPS Rolls would take anymore from 30 to 60 days. To meet these time constraints only Accenture and its Teaming Partners hold the EBS/SAP systems access requirements along with the familiarity with the services required for DLA Energy, and familiarity with the Aerospace Energy EBS ongoing rollout. Apart from system access requirements, a typical transition to gain the necessary familiarity and knowledge in day-to-day operations requires a period of 2 to 4 weeks to provide the required support at the level of quality required.
The requirement for this interim Task Order is due to the delay in the acquisition and placement of a new Task Order for these tasks. This delay is in part due to unexpected personnel changes within DLA Energy – BPSD and the transition time for new personnel gaining knowledge of the background in this Task Order.
If the EBS were to have processing issues, it is imperative that the Government have specialized EBS/SAP support in place to get the application software system resolved as quickly as possible.
The lapse in this support would greatly affect the EBS Data audit credibility and providing support to DLA customers. The BPSD Process Areas work in continuity with contracted support to provide seamless support to DLA, DLA Teaming Partners and the Joint Services. EBS and the interaction with the Joint Services partner is critical in Fuels Management Systems (FMD) processing. A lapse in EBS functionality could create database errors in the transactions from FMD to EBS back to FMD providing errors to the customer and Joint Services. This effort is critical to EBS/SAP systems data management, support to DLA Teaming Partners and to the War Fighter. EBS/SAP system record errors could be detrimental to fuels system support to DLA Energy Teaming Partners and the Joint Services. For example, a single transaction in EBS (a large movement of fuel) can be worth 10s of millions of dollars, and that single transaction can carry strategic importance in its support to an air wing or navy vessel or combat ground unit. It is imperative that Accenture and its Teaming Partners provide the required subject matter expertise based on their comprehensive understanding of EBS business processes, data, system design, and system configuration that will continue to provide technical knowledge and advice, and monitor daily and weekly rollout processes along with tracking the project activities.
5. DETERMINATION BY THE ORDERING ACTIVITY CONRACTING OFFICER
THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH
8.404(d).
The terms of FAR Clause 52.217-8 require that the services will be provided within the limits and at the rates specified in the contract. Labor rates and other direct costs included in the BPA were already determined fair and reasonable at the time of award of SP4701-07-A-0001, and are based on established GSA labor rates (and include discounts). At time of task order award, the Contracting Officer will verify all rates proposed are those agreed upon rates and that the prices represent the best value to the Government.
6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG
SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE
REASON MARKET RESEARCH WAS NOT CONDUCTED.
No market research was conducted at this time since this is an extension of current services and only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Market research was performed for the follow-on acquisition and was determined that there are multiple JETS vendors who can propose on the competitive follow-on requirement.
7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.
N/A
8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE
OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED
CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE
SUPPLIES OR SERVICES IS MADE.
DLA has and continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and in the Government as a continuing effort within DLA. DLA uses a variety of vendors, manufacturers and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure future full and open competition. A follow-on acquisition is currently being pursued via the JETS IDIQ which will allow multiple large and small contract holders an opportunity to compete for this requirement. The anticipated award date is April 1, 2018. In accordance with FAR 8.405- 6 (a) (2), the Limited Source Justification will be posted on GSA ebuy.
