About this file
This document provides a justification for limiting sources for a micro-purchase threshold up to the simplified acquisition threshold. The Department of Veterans Affairs seeks to procure a Bobcat/Tool Cat UW56 Deluxe Road Package from a single source, as identified in solicitation number 36C24123Q0791. The justification cites the vendor as the only authorized dealer within economic proximity that can provide the required maintenance and repair support to meet the needs of the agency's equipment replacement program. The solicitation seeks this specific equipment to replace an aging asset and support the mission requirements of transporting staff and equipment across various terrains at the agency's facilities. A limited competition is deemed necessary to acquire a product compliant with original manufacturer specifications and maintain standardization within the fleet.

Acquisition Plan Action ID: Planning UID: VA-23-00078917
1. Contracting Activity: Department of Veterans Affairs, Providence VA Medical Center 830
Chalkstone Ave, Providence RI 02908
2. Description of Action: Bobcat/ Toolcat
Name of Proposed Contractor:
3. Description of Supplies or Services: Bobcat/Toolcat
The estimated value of the proposed action is
The equipment to be purchased is a Bobcat brand Toolcat UW56, construction machine, it is a multi-role tool that can be used for digging, material handling, loading, grading, sweeping, transporting landscape materials and snowplowing on PVAMC campus. Its use can be further expanded with different attachments.
This piece of equipment is exclusive to the Bobcat brand of construction equipment.
The Government currently has an older ToolCat in our inventory, which the attachments would be able to be used on this new Bobcat/Toolcat as well; snowplow, sweeper broom, a construction material bucket and pallet forks. All these attachments would readily interchange with the new ToolCat.
This request includes the deluxe road package, that consists of headlights, turn signal, a backup alarm, sideview mirror, rear view mirror and a rear-view camera. This package must be purchased to safely navigate the roadways around the campus with other vehicles and this vehicle will be operated day, and night, and in inclement weather situations so this package will make it more visible to other vehicles and people. This safety package is mandatory.

(FAR 8.405-6(a)(1)(i)(B));
In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures (FAR 8.405- 6(a)(1)(i)(C)); or

A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer (FAR 8.405-6(b)).
5. Rationale/explanation to support cited authority
The Toolcat style of construction equipment is unique to the Bobcat Brand. It is a one-of-a-kind piece of construction equipment that can do a variety of jobs depending on the attachments being used.
The compact size of the machine allows it to be effective in smaller construction sites and its versatility makes it an ideal platform from which to support aspects of both the grounds and building maintenance service. At this time, no other construction equipment manufacturer will meet the Governments need.
Bobcat is the sole manufacture of this piece of construction equipment, and we must have the Bobcat brand to maintain interchangeability with currently owned attachments. The proposed purchase will allow us to improve our efficiency

6. BRAND NAME ONLY
It must be Bobcat brand only to retain redundancy with the attachments already procured at PVMC.
7. Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
