About this file

This is a Limited Sources Justification (LSJ) for a sole source task order under the General Services Administration (GSA) Federal Supply Schedule (FSS).

The Bureau of Justice Statistics (BJS), an office within the Office of Justice Programs (OJP) at the Department of Justice, is issuing a sole source task order to BETAH Associates, Inc. under GSA FSS contract GS-00F-218CA for Peer Review Support Services. The estimated total order value is $83,006.58 with a period of performance from May 2, 2026 through November 1, 2026. The justification is based on the "Interest of efficiency and economy" rationale under FAR 538.7104-3(b)(2). The requirement is classified as recurring. BJS requires ongoing peer review support services to prevent interruption of critical operations while the incumbent contractor transfers knowledge, processes, and procedures to agency personnel. The services include planning and implementing peer reviews for fiscal years 2025 and 2026, as well as post-peer review activities such as notifying applicants not selected for funding, uploading documentation into JustGrants, conducting programmatic debriefs, and completing final peer review tasks. Market research was not conducted because the award is being made to the incumbent contractor holding an active GSA FSS contract. The contracting officer, Jamila A. Garrett, approved the sole source acquisition on July 23, 2026, with supporting signatures from the Contract Specialist and the Contracting Officer Representative/Program Point of Contact, Stephanie L. Burroughs, dated August 5, 2026.

Brief description of supplies or services required and the intended use:

The Bureau of Justice Statistics (BJS) has a need to issue a task order for Peer Review Support Services under Federal Supply Schedule (FSS) contract GS-00F-218CA. The task order is necessary to prevent the interruption of peer review support services while the incumbent contractor, BETAH Associates, Inc. completes successful and timely transfer of knowledge, processes, and procedures to agency personnel.

Summary of the facts and circumstances that support the determination. Discuss the rational limiting competition and in cases of urgency discuss the nature of the urgency. Discuss how any follow-on work will be completed. Explain the rational and concise description of the extent, nature, and impact of the unacceptable delay. You must explain what unique qualifications and special capabilities the contractor possesses.

Issuing grants and cooperative agreements is a vital vehicle for advancing OJP’s mission of providing funding to state, local, and Tribal jurisdictions, and to nonprofits, universities, and other entities. OJP’s program offices publish dozens of notices of funding opportunities each year, which results in OJP’s receipt of thousands of applications for funding. OJP must review these applications and decide on which applicants will receive funding. In FY 2024, OJP made almost 4,000 funding awards, valued at more than $3.7 billion.

OJP employs peer reviewers to help it review many of the funding applications it receives. The contractor will provide on-going peer review support services that are necessary to assist the Bureau of Justice Statistics (BJS) with ensuring continuity of delivering OJP’s mission to complete peer review activities and knowledge transfer to the agency’s personnel. BJS is operating under strict deadlines in order to make funding awards in a timely manner. Tasks include planning and implementing peer reviews for FY25 and FY26 as well as post-peer review activities to be completed. Post-peer review activities include notifying grant applicants not selected for funding, uploading peer review documentation into the system of record (JustGrants), programmatic debriefs, and any final peer review tasks not previously materialized and in need of completion prior to closing out peer review. Transfer of the tasks and integral knowledge from the contractor to agency personnel is in direct support of long term efficiency and economy.

FAR PART 8 – LSJ Under SAT (June 3, 2026)

TMP-2026-06

The requirement for complete, accurate and timely peer review activities is a top priority for OJP to fulfill its mission. It is in the best interest of the government that peer review services be continued while a transfer of knowledge and tasks to agency personnel, which involves clear, written procedures and hands-on training, is accomplished in an orderly, successful, and timely manner.

Describe in detail any market research conducted in accordance with RFO Part 10. Include results and state whether any vendors expressed interest:

This is a sole source award to BETAH Associates, Inc. and market research was not conducted because the award is being made to the incumbent, BETAH Associates, Inc., which holds an active GSA FSS contract GS-00F-218CA.

Any other facts to support the justification, A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

No other facts are being provided to support the limited source(s) justification.

“I hereby certify that the description of the requirement meets the Government’s minimum needs and that the technical data and supporting information, which form the basis for this Limited Sources Justification, are accurate and complete to the best of my knowledge and belief”

The order represents a fair and reasonable price.
