Limited Sources Justification and Approval (J&A)
March 2018 Page 2 of 4
I. Contracting Activity.
HQ USSF/ESD is responsible for the proposed contracting action.
Contracting Officer:
Stephanie VanDine, 719-554-9740
This is a "Limited Sources" Justification Amendment.
II. Nature and/or description of the action being processed.
In accordance with (IAW) AFFARS 5306.304(e), this amended J&A authorizes an in-scope modification to existing task order FA2545-20-F-0003 under the Multiple Award Schedule Program called the General Services Administration (GSA) Professional Services Schedule (PSS) to Systems Planning and Analysis, Inc. (GS-00F-186CA) for anticipated additional Full Time Equivalents (FTEs) as the USSPACECOM PMO requirements continue to grow in proportion to USSPACECOM standup. The initial task order was awarded for the establishment and operational development of the USSPACECOM PMO. Pursuant to the Interim Report on Organizational and Management Structure for the National Security Space Components of the Department of Defense, as required by Section 1601(c) of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2018, Public Law 115-91, and the 29 August 2018 Memorandum for the Secretary of Defense from the Joint Chiefs of Staff, HQ USSF, and subsequently the Joint Forces Space Component Commander (JFSCC), is tasked with the establishment of USSPACECOM. As a result of this amended J&A the original task order period of performance remains unchanged which includes one base period of 12 months (24 Feb 20 - 23 Feb 21), four one year option periods (24 Feb 21 - 23 Feb 25), and the six month extension (24 Feb 25 - 23 Aug 25). The line item contract types for this in-scope additional effort also remain unchanged of Firm Fixed-Price for labor and Firm Fixed-Price for Travel.
III. Description of supplies/services required to meet agency needs.
This increase in contractor support is required to provide additional, anticipated in-scope FTEs for performance-based services that include technical, engineering, budgetary security, and executive staff support to the Director, US Space Command (USSPACECOM) Program Management Office (PMO) and Mobility Assistant to the Commander of the USSPACECOM per the direction of the the Chief of Space Operations (CSO) of the United States Space Force (USSF). The USSPACECOM PMO requires this additional contractor support with the expertise and knowledge to continue to lead and manage the integration of the USSPACECOM Facility Military Construction (MILCON) with Command, Control, Computer, and Communications, Intelligence (C4I) Systems and Information Technology (IT) Infrastructure for the USSPACECOM National Space Defense Center (NSDC), Joint Operations Center (JOC), and other related mission command centers. This additional contractor support is necessary to continue to match pace with growing USSPACECOM requirements and are imperative to the successful operation of a combatant command PMO. The overall estimated value of the original order is increased by $8.6M from $4.9M to $13.5M. The period of performance and contract type remains unchanged as a result of the increase.
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
The original task order acquisition strategy was to pursue a sole source, commercial order under the Professional Services Schedule (PSS) through General Services Administration (GSA), utilizing FAR 8.405-6(a)(1)(i)(A) authority to establish the USSPACECOM PMO requirements and continue operational development.
IAW FAR 8.405-6(a)(1)(i)(A), an urgent and compelling need continues to exist and following the ordering procedures would result in unacceptable delays.
The USSPACECOM PMO contractor support responsibilities include program/project management, resource planning, project coordination/synchronization, overall project oversight, contingency planning, risk management, external provisioning, and tool support. The PMO is an operational function, not a policy-making one. The PMO acts as an agent for

USSPACECOM senior leadership and the Combined Space Operations Facility (CSOF) User Community of Interest, providing analysis, coordination, oversight, and responsibility for project prioritization, execution and disposition. USSPACECOM recently validated 1,397 Military and Civilian positions for the new command. However, the command is currently working through the civilian staffing process through Air Force Personnel Center (AFPC) and the military services are slowly filling existing requirements from the legacy Joint Force Component Command (JFSCC) manning document. The PMO currently does not have any permanent civilian funded allocations. The CSOF project is currently late to need for specified experience identified as the CSOF has already accomplished a 35% design review for the USSPACECOM with a number of additional requirement in the next 60 days. There are a number of requirements the PMO must meet prior to the 65% review in Apr/ May 2020. The requirement's owner is requesting urgency be placed on this request for this requirement.
Systems Planning Analysis, Inc. (SPA) is an engineering services company that has a history of supporting DoD and other federal agencies. SPA has a PSS schedule through GSA with an ordering period of 30 June 2015 - 29 June 2020. The GSA PSS schedule allows orders to be delivered 60 months after the last day of the ordering period. SPA specializes in program management, systems engineering, systems integration, and technical analysis. SPA's Subject Matter Experts (SMEs) support space programs, nuclear command, control, and communications (NC3), Combatant Command Wargaming and Exercises, and various weapon system modernization programs. Upon award of the initial task order in Feb 2020, SPA initiated contract performance to deliver a small team of exceptionally talented professionals to assist in the establishment and expansion of the USSPACECOM PMO. SPA continues to assist with the management of the design/build of the permanent National Space Defense Center (NSDC) and other potential Command facilities.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
Executing a modification to the current task order is in the best interest of the Government and represents the best value to the Government as the prices of the services for the existing task order had been previously negotiated by GSA and determined as fair and reasonable for the purpose of establishing the schedule contract and the subsequent task order. The Contracting Officer will seek additional discounts/consessions as a result of the additional effort required of this J&A. In accordance with the Class Deviation - Determination of Fair and Reasonable Prices When Using Federal Supply Contracts, the Contracting Officer will make a determination of fair and reasonable pricing for the modification to the original order using the proposal analysis techniques at FAR 15.404-1. The proposed level of effort and skill mix of labor will be evaluated by the Government technical representatives to ensure the proposed labor hours and skill mix and capabilities meet the requirements of the Performance Work Statement (PWS).
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
Market Research led the CO to determine the most advantageous acquisition strategy was to pursue a sole source, commercial order, for professional services, utilizing a Limited Sources Justification (LSJ) under FAR 8.405-6(a)(1)(A). For the original task order, multiple contract vehicles were researched to include USAFA construction IDIQs - FA7000-15-D-0004 HB&A that included Title II A&E Services that are primarily for on-site design/construction services. Title II A&E Services are supervisory and inspection services for MILCON projects. 21 CONS currently has an IDIQ Native 8a company, Tribal One, for construction work at Cheyenne Mountain and Peterson, but it was determined this does not fit within the scope of the IDIQ.
ESD reached out to 21 CONS/PKA to discuss this IDIQ and discovered the requirement does not fit within the scope of the IDIQ. Further market research determined that the Hawaiian Native Organization was not technically capable nor had the experience to take on this effort; enterprise Air Force Civil Engineering Commodity Council did not have program management support in their IDIQs/BPAs. Systems Planning and Analysis, Inc. (SPA) has demonstrated the technical capability, specialized knowledge, skills, and the experience to perform the requirements of the PWS. To summarize, ESD pursued many different avenues to include contacting known sources at the 21 CONS Construction Flight and researching other contract vehicles currently in use by US Air Force Academy. For the original task order, ESD decided to pursue the approved strategy and included this vendor evaluation in their Market Research.
VII. Other facts supporting the justification.
The PMO acts as an agent for USSPACECOM senior leadership and the Consolidated Space Operations Facility (CSOF) User Community of Interest, providing analysis, coordination, oversight, and responsibility for project
March 2018 Page 4 of 4 prioritization, execution and disposition. This amended J&A is imperative as continued USSPACECOM PMO requirements are needed to ensure the project is designed to fully meet USSPACECOM maturing requirements. The immediate need for support is critical, if unable to get the additional required contracted resources, it will delay award of the task order modification which could jeopardize Congressional approval of the second MILCON funding increment for the project. The two tenants for the project are growing exponentially and are currently undergoing Joint Validation Manning Board (JMVB) Process.
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
Due to the immediacy of the contractor support services needed to assist in the further establishment and operational development of USSPACECOM PMO, utilization of existing contracts is the preferred acquisition method. It is anticipated that contract support for the subsequent acquisitions will follow competitive acquisition procedures.
