About this file
This is a Sole Source Justification for a Federal Supply Schedule (FSS) task order award extension under FAR Subpart 8.4.
The Department of Energy's Office of Environment, Health, Safety and Security (EHSS) is extending a GSA Schedule FSS task order (47QRAA19D0039/89303025FAU400024) with incumbent contractor Edgewater Federal Solutions, Inc. for a six-month bridge period from July 23, 2026 through January 22, 2027. The action exercises FAR Clause 52.217-8, Option to Extend Services, which was not evaluated during the original competitive procurement. The extension provides continuity of services between the current task order's expiration (July 22, 2026) and the anticipated successor contract award (October/November 2026). The first three months bridge the gap until the follow-on award; the remaining three months provide structured transition time for transferring responsibilities from the incumbent to the successor contractor. Edgewater was competitively selected under GSA E-Buy Solicitation DE-SOL-0010923 for SIN 54151S, with seven quotes received among ten small business FSS schedule holders.
EHSS requires continued technical expertise for environment, health, safety, and security policy development; safety analysis; corporate safety programs; and facility support. Services include development, operations, and maintenance of 14 unclassified applications, 4 classified applications, and a classified local area network (CNet) serving 200-600 end users. Ongoing critical projects include OneEnrollment Application, eDISS Trusted Workforce Upgrades, eDISS Operations and Maintenance, transition to NNSA ESNHub Infrastructure, and cybersecurity reviews. The justification cites urgent and compelling need based on the incumbent's successful performance, specialized IT certifications, "Q" security clearances, and integrated knowledge of critical projects with tight completion schedules. Transitioning to a new contractor risks disruption, cost duplication, and scheduling delays. GSA has determined schedule prices fair and reasonable; the contracting officer conducted market research limited by urgency considerations and reviewed historical pricing data confirming consistency with current rates.
