About this file
This document is a Justification for Limiting Sources (LSJ) for the Department of Veterans Affairs, specifically for the Wilmington VA Medical Center. The document supports a firm fixed-price order for AcuStaf Labor Management Software under GSA Contract GS-35-0408X. The procurement is a brand-name-only requirement for AcuStaf Development Corporation, with a one-year base period and four one-year option periods. The justification cites that AcuStaf is the only vendor capable of meeting the government's requirements, with unique capabilities including an MOU/ISA with VA, a BAA, FEDRAMP cloud approval, and ability to interface with VA HR systems and HL7 interfaces, specifically for reporting Nursing Hours per Patient Day (NHPPD) as mandated by VA Directive.

5. Rationale/explanation to support cited authority:
AcuStaf Development Corporation is the only source for this proprietary software system.
AcuStaf is the only vendor capable of providing a system that meets all of the Government’s requirements. This vendor has an MOU/ISA in place with VA, as well as a BAA and FEDRAMP approval for services in the cloud. They have approval to interface with VA HR systems and HL7 interfaces. This allows them the ability for reporting of Nursing Hours per Patient Day (NHPPD). NHPPD is mandated by the VA through a Directive. No other sources could be found that would meet the Government’s requirements.
6. BRAND NAME ONLY: This buy is estimated to exceed $25,000 and this documentation will be posted along with the RFQ on e-Buy, as required by FAR 8.405-1(e).
7. Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
