LIMITED SOURCES JUSTIFICATION (LSJ)

National Nuclear Security Administration (NNSA) Task Order 89233118FNA400024

I. Identification of the agency and the contracting activity

The Department of Energy/National Nuclear Security Administration (DOE/NNSA) NA- APM-124.1 Headquarters Program Section (HPS) plans to contract for Executive Secretariat Operational/Administrative Business Support Services to fulfil the mission and functions of NNSA’s Executive Secretariat Correspondence Control Center (NA-

MB-1.3).

II. Nature and/or description of the action being approved

This document sets forth the justification and approval for an exception to full-and-open competition, pursuant to FAR 8.405-6. The NNSA intends to award a bridge contract 892331-18-F-NA400024 to CE2 Corporation, Inc., located at 7901 Stoneridge Dr., STE 315, Pleasanton, CA, 94588. The contract consists of one 3-month base period (3/9/18

– 6/8/18), a 2-month option period 1 (6/9/18 – 8/8/18), and a 1-month option period 2 (8/9/18 - 9/8/18).

III. A description of the supplies or services required to meet the agency's needs (including the estimated value)

The NNSA requires operational/administrative business support services to NNSA’s ES Correspondence Control Center (NA-MB-1.3) and its organizational components to carry out its mission. The organizations to be supported under this PWS are: The Office of the Administrator (NA-1), Office of Infrastructure and Operations (NA-50); Office of Defense Programs (NA-10); Office of Defense Nuclear Nonproliferation (NA-20); Office of Naval Reactors (NA-30); Office of Emergency Operations (NA-40); Office of Defense Nuclear Security (NA-70); Office of Counterterrorism and Counter proliferation (NA-80);

Office of Acquisition and Project Management (NA-APM); Office of External Affairs (NA- EA); Office of General Counsel (NA-GC); Office of Information Management (NA-IM);

and the Office of Management and Budget (NA-MB). The Contractor shall perform the following management, organizational and administrative support services to NNSA’s ES, the Correspondence Control Center, and NNSA’s organizational components: track and handle unclassified correspondence/documents; correspondence pick up and messenger services for NA-1 at Forrestal; document reproduction and related support;

records and file management; status tracking reporting; and conference liaison support for the Nuclear Security Enterprise.

The total estimated value of the Task Order is $471,923.44. The total value of the Task Order (not including the options) is $191,000.00.

IV. The authority and supporting rational

The authority for this action is FAR 8.405-6(a)(1)(i)(A), an urgent and compelling need exists, and following the procedures would result in unacceptable delays. As discussed in Section VI (below), CE2 Corporation is the current vendor providing business/operational support services to NA-MB-1.3.

V. A determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d)

Pursuant to FAR 8.404 (d), CE2’s quoted rates are considered fair and reasonable as they are from a GSA Schedule pricelist, which are already determined to be fair and reasonable. As the price is consistent with the current rates specified in Task Order DE- DT0007798, which were previously evaluated at the time of award, the price is thereby reasonable.

VI. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted

On August 29, 2017, NNSA’s Headquarters Program Section (HPS) electronically issued a Request for Quote (RFQ) DE-SOL-0011216 to all MOA BPA Holders through FedConnect as a small business set-aside. The RFQ was sent to the thirty-five (35) MOA BPA holders (CTA Leaders and Team members). On September 21, 2017, NNSA’s HPS electronically released an amendment to RFQ DE-SOL-0011216 to change the security clearances required for specific positions. The deadline for questions related to the amendment were due no later than 10:00 am Eastern Standard Time (EST), September 26, 2017 and the RFQ closed at 10:00 am EST, September 29, 2017. CE2 Corporation, Inc. (CE2) and MIRACORP, Inc. were two offerors to submit quotes in response to the RFQ. During the evaluation, the Program Office identified its changing needs in the requirement. As a result, the CO for DE-SOL- 0011216 determined that the Government requires additional time as the Government assess its needs in light of a changing requirement.

Given the above, the CO for this Bridge Contract determined that CE2’s quote for services under a bridge contract represents the best value to the Government, all factors considered.

CE2 Corporation, the incumbent, is the only Vendor able to provide the required services without a performance risk while the Government assesses its needs. Based on these facts and the recurring need for support services for the NNSA Office of the Executive Secretariat, NNSA believes that CE2 Corporation is the only vendor capable of providing the services required at the quality required for the next three months.

VII. Any other facts supporting the justification

The Contract Specialist and Contracting Officer working on the recompete require additional time to assess the Government’s needs in light of a changing Program requirement.

VIII. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made

The NNSA is in the process of competing the follow-on requirement to Task Order DE- DT0007798 amongst all MOA BPA holders.

IX. The ordering activity contracting officer's certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief

See Section XII: Certifications.

X. Evidence that any supporting data that is the responsibility of technical or requirements personnel and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel

The technical personnel responsible for this action reviewed the quotation and certified that they were complete, accurate, and met the Government’s needs. This determination formed the basis for preparing the sole source described in this LSJ.

XI. A written determination by the approving official identifying the circumstance that applies under 8.405-6(a)(1)

In consultation with NA-MB-1.3, the approving official for this action determined that an urgent and compelling need exists, and following the procedures would result in unacceptable delays (FAR 8.405-6(a)(1)(i)(A)). Without the technical skills of the current incumbents working under DE-DT0007798, NA-MB-1.3’s ability to perform its mission will be negatively impacted, which will have a detrimental effect on all of NNSA’s correspondence.
