1. The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), DNDOHAAD, proposes to place a task order on a sole source basis pursuant to FAR 8.405- 6(a), Limiting Sources.
2. DHS/OPO intends to limit the number of sources solicited, pursuant to FAR Part 8.405-6(a), for the procurement of systems engineering services, to maintain support for the development of requirements, acquisition, test and fielding of radiological and nuclear detection systems in support of the Countering Weapons of Mass Destruction (CWMD) Domestic Nuclear Detection Office (DNDO). The proposed contractor is Engility Corporation, 35 New England Business Center STE 200, Andover MA, 018101438.
3. The requirement is to provide systems engineering services to the CWMD/DNDO, in order to facilitate the acquisition of radiological and nuclear detection systems at a total cost of $ To facilitate the acquisition of these systems the contractor will be required to provide support services to perform the following:
1. Identify gaps in the current detection framework
2. Analyze alternatives
3. Define requirements
4. Perform all technical planning required for acquisitions
5. Develop life-cycle-cost estimastes
6. Develop product support strategies for fielding of systems
7. Identify critical interfaces

4. Authority and supporting rationale.
This acquisition is being conducted in accordance with FAR 8.405-6 Limited Sources. In accordance with FAR 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original task orders, Task Order No. HSHQDC-15-J-00324 and HSHQDC-15-J-00503, were competitively solicited and awarded using the ordering procedures at FAR 8.405 amongst the SESP BPA holders. The rationale restricting competition for this acquisition are that DNDO’s recent realignment with the Office of Health Affairs (OHA) has formed the CWMD Office which required the new CWMD Office to realign its requirements to meet the new structure. As this realignment is proceeding, the current Blanket Purchase Agreement (BPA) for systems engineering services provided by Engility is expiring. Additionally, task orders HSHQDC-15-J-00324 and HSHQDC-15-J- 00503 with Engility under the BPA will expire on June 15, 2018. This proposed Task Order will be issued under Engility’s GSA Schedule 00CORP contract GS-00F-092CA and is needed while a the acquisition strategy and SOW for the procurement of systems engineering services for the CWMD Office is being developed.
The proposed Task Order to Englility will allow for continued services while a re-compete for CWMD systems engineering services effort is being processed. Engility is the only source that has the experienced personnel necessary to execute the technical capabilities described herein to support the CWMD Office mission during this period of transition.
Successful performance of these services requires cleared personnel at the SECRET, TOP SECRET, and Department of Energy ‘Q’ clearance levels, with extensive knowledge of the CWMD system and processes. Engility possesses the immediate capabilities and cleared personnel to meet the requirement without incurring additional schedule delays and transition costs associated with onboarding entirely new sources. While other contractors may be able to perform the tasks required, it is not economically advantageous nor efficient to issue a competitive solicitation at this time, for what is anticipated to be a short duration, lasting only as long as is necessary, to prepare, solicit and compete a new award for a unified CWMD Office. Without these security clearances, a new contractor’s personnel would not be permitted on site to successfully provide an adequate level of required mission critical support. Additionally, Engility’s employees are supporting CWMD/DNDO with ongoing efforts of critical importance to the Department and possess the knowledge of legacy DNDO programs/projects that the Government needs to retain.
If this Task Order is not awarded to Engility, the disruption of the ongoing CWMD’s systems engineering efforts would present an unacceptable risk to the CWMD mission, including support and timely execution of various acquisition programs such as the Radiation Portal Monitoring Replacement Program (RPM RP) which is designated as a major program subject to acquisition oversight by DHS. This would result in operational disruptions to CWMD partners, such as U.S. Customs and Border Protection, the Transportation Security Agency, For orders or BPAs exceeding the Simplified Acquisition Threshold
LSJ Template > SAT - 3 -4 LSJ No: FY18-0293 and the U.S. Coast Guard. Awarding the proposed Task Order with a 6 month base period and two (23-month option periods on a limited source basis at this time will maintain consistent systems engineering support to CWMD, reduce the programmatic risk, and allow sufficient time to make a competitive award for systems engineering services at CWMD.
The last option period built into the anticipated task order will not be excersied if a new competitive award is made sooner than expected.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that issuing the proposed Task Order to Engility for the acquisition of systems engineering services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This order will be placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.” The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be requested.
Additionally, prior to issuance of the task order, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered in order to determine that the total price is reasonable. The contractor’s labor mix and level of effort will also be compared to the historically based Independent Government Cost Estimate
(IGCE).
6. Ongoing market research reveals there are other sources that can perform these services, however due to the limited time constraints, no other source will be able to perform the services at this time and have the necessary clearances. Market research specifically for this interim period was not conducted; however, other Federal Supply Schedule sources will be able to compete on the future unified CWMD Office requirement.
7. There are no additional facts to state.
8. The government intends to pursue a new award for the acquisition of systems engineering services with an estimated start date to occur in the third quarter of Fiscal Year 2019. Future acquisitions for these same systems engineering services will be solicited competitively, thus eliminating barriers to competition.
9. DHS intends to post the notice and justification on FedBizOpps within 14 days of placing this order, pursuant to FAR 8.405-6(a)(2)(i).
File details come from the government source that posted it.
