iii) A DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS (INCLUDING THE ESTIMATED VALUE)
The 6-Wheeled Assault Platform (6WAP) vehicle is a highly mobile platform with a payload capacity of 7,250 pounds and is internally transportable by the H-47 Rotary Wing Assets used to deploy Special Operations Forces (SOF) Operators and equipment. Given the combination of modularity, payload capacity and internal transportability of the 6WAP, it is unique and highly specialized to allow SOCOM to conduct its core missions. The modular mission payloads for the 6WAP base vehicle allow modularity and adaptability of the vehicle to fit any SOCOM mission by allowing weapons integration, sustainment modules for fuel or water and general payload transport to allow strategic deployment of SOF Operators.
The specialized and unique powertrain allows the vehicle to weigh 7,250 pounds, but also allow the vehicle to carry an additional 7,250 pounds of payload. This unique powertrain set up and tuning is critical to the success of the vehicle during SOF Operations. Additionally, the vendors have developed a very robust sustainment strategy to allow running gear to be common between wheel stations, significantly reducing the sustainment burden of a SOF Unit that is deployed in an austere environment.
In addition, the ability to easily add and remove existing weapon systems to the vehicle showcases the unique and specialized modularity, allowing new defensive and offensive weapons to be integrated for years into the future without the need for vehicle updates. This feature is extremely important to the SOF Operators that are required to efficiently and easily update their defensive and offensive capabilities during conflicts.
The 6WAP vehicle also possesses a unique quality in that it is able to carry over 7,250 pounds of payload while retaining H-47 Rotary Wing Internal Transportability, which is critical to the strategic deployment of SOF Operators. The compatibility of the 6WAP vehicle with existing H-47 certifications allow SOF to easily integrate this vehicle into the formation without significant testing or the requirement to obtain new certifications.
Orders placed under FSS are exempt from the requirements in FAR Part 6. However, an ordering activity must justify its action when restricting consideration IAW with paragraphs (a) or (b) of
FAR 8.405-6:
FAR 8.405-6(a)(1)(i)(B), "Only one source is capable of providing the supplies or service required at the level of quality required because the supply, or services are unique or highly specialized".
This is a firm-fixed-price delivery order with an estimated dollar value of $1,057,000.00. Funds are multi-year funding and are available for obligation within FY25.
iv) THE AUTHORITY AND SUPPORTING RATIONAL AND, IF APPLICABLE, A
DEMONSTRATION OF THE PROPOSED CONTRACTOR'S UNIQUE
QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE
The primary statutory authorities for MAS are Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies. The Federal Acquisition Regulation statutory authorities exist to limit sources under FAR 8.405-6.
USSOCOM has very stringent ground vehicle requirements that allow the SOF Operators to conduct their SOF Core Missions. The 6WAP is a highly mobile platform with a payload capacity of 7,250 pounds and is internally transportable by the H-47 Rotary Wing Assets used to deploy SOF Operators and equipment.
The 6WAP vehicle has undergone rigorous initial testing protocols, demonstrating sufficient performance and reliability to warrant advancement to the critical fielding testing phase. This next stage involves operational evaluations conducted by a select group of SOF units in realistic mission environments. Successful completion of fielding testing is a prerequisite for full certification, which would authorize the widespread adoption and utilization of the 6WAP vehicle across all SOF units. The vehicle's distinctive combination of key performance parameters, notably its substantial 7,250-pound payload capacity and seamless compatibility with H-47 heavy-lift helicopter transport, presents a compelling advantage. This inherent deployability and logistical efficiency, when considered alongside the already in-process testing phase translates into considerable benefits for the Government compared to starting the process over with a new vehicle. Specifically, the testing timeline associated with the 6WAP program offers significant efficiencies in the allocation and expenditure of critical funding and the optimization of demanding project schedules.
Contractor’s unique qualifications include:
● CSI Armoring is the exclusive distributor for RCRMS. Their partnership enables the production of vehicles specifically designed to meet the mission requirements, payload capacity, and internal transportability needs of SOF Operators.
● The 6WAP vehicle underwent rigorous testing and evaluation showcasing the vendor’s unique ability to produce a very unique vehicle with over 7,250 pounds of payload while retaining H-47 Rotary Wing Internal Transportability, which is critical to the strategic deployment of SOF Operators.
● CSI Armoring and RCRMS have developed a specialized and unique powertrain tuning to allow the vehicle to weigh 7,250 pounds but also allow the vehicle to carry an additional 7,250 pounds of payload. This unique powertrain set up and tuning is critical to the success of the vehicle during SOF Operations. Additionally, the CSI Armoring and RCRMS have developed a very robust sustainment strategy to allow running gear to be common between wheel stations, significantly reducing the sustainment burden of a SOF Unit that is deployed in an austere environment.
● The weapons adaptability of the vehicle showcases the unique and specialized modularity, allowing new defensive and offensive weapons to be integrated for years into the future without the need for vehicle updates. This feature is extremely important to the SOF Operators that are required to efficiently and easily update their defensive and offensive capabilities during conflicts.
● CSI Armoring’s agreement with RCRMS allows USSOCOM the ability to realize the effects of their intellectual property (IP) based on their internal investments of the development of the vehicle.
This acquisition will be procured against the MAS Program, GSA Special Item Number (SIN)/Category 336992, titled: Non-Tactical Armored Vehicles and Vehicle Armoring Services.
FAR 8.405-6(a)(1)(i)(B) applies when only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
On March 11, 2025, RCRMS confirmed the exclusive relationship between themselves and CSI with a letterhead document stating that they utilize CSI as the sole authorized distributor for all of their products on the open market and on Schedule, including the 6WAP. Given the Government’s unique requirements as specified and the authority cited under 8.405-6(a)(1)(i)(B), limiting the competition to CSI is justified.
In accordance with FAR 8.405-6(a)(2)(i), this LSJ will be posted to SAM.gov within fourteen
(14) days of award for a minimum of thirty (30) days.
v) A DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING OFFICER THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d)
A best value determination will be conducted and documented prior to award. Additionally, prior to awarding the delivery order, the Contracting Officer will seek price reductions from CSI under their MAS contract, GS-07F-9561S, in accordance with FAR 8.405-4. Any quote submitted by CSI will be reviewed to ensure pricing and terms are in accordance with their MAS contract.
In accordance with FAR 8.404(d) Pricing, GSA has already determined the prices of the supplies and fixed-price services under Schedule contracts to be fair and reasonable. However, the Department of Defense (DoD) has issued Class Deviation 2014-00011, dated March 13, 2014, whereby the Contracting Officer is responsible for making a determination of fair and reasonable pricing for orders/BPAs using the proposal analysis technique outlined in FAR 15.404-1.
Because this requirement is limited to one source, the Government will be utilizing at least two
(2) methods by which to determine pricing submitted by CSI to be fair and reasonable. These techniques include, but not limited to the following:
● Requesting recent commercial and Government sales history
● Direct competitive pricing comparisons
● Making indirect pricing comparisons to:
o the same or similar items in the marketplace, o competitive published price lists, and o Independent Government Estimates.
vi) A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG
SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON
MARKET RESEARCH WAS NOT CONDUCTED
Market research was conducted in accordance with FAR Part 10 to determine the availability of the items identified in the requirement. Market research revealed the requested items were not available through AbilityOne, UNICOR, Interagency Contract Directory Portal. Market research did reveal the required items were available on GSA Advantage! website under the MAS Program through CSI’s MAS contract GS-07F-9561S. It was also discovered that CSI is the only authorized distributor of RCRMS’s products on Schedule and open market.
vii) ANY OTHER FACTS SUPPORTING THE JUSTIFICATION
