About this file

This is a Limited Sources Justification (LSJ) document for a 3-month bridge task order to be awarded to ICF Incorporated, LLC under GSA Schedule GS-00F-010CA. The Department of Energy's Office of Headquarters Procurement Services proposes to award a sole-source Time & Materials bridge contract to ICF from January 1, 2025 to March 31, 2025 to support the Office of Cybersecurity, Energy Security, and Emergency Response (CESER) for Technical, Analytical, and Management Support Services.

The scope includes eight key task areas: Energy Sector Exercises and Training Program, Risk and Hazard Analysis, Sector Engagement, State and Local Energy Assurance Support, International Security and Operations, Cyber Preparedness, Critical Energy Infrastructure Studies for States, and Phase II Resources for State Energy Security Plans. ICF currently provides these services under another contract vehicle and was selected due to urgent and compelling need to avoid service interruption while a competitive procurement is completed. The competitive follow-on acquisition is being conducted under the NNSA/DOE TEPS III Multiple Award BPA, with award expected by March 7, 2025. One response was received to the notice of intent posted on SAM.gov from Tech Army. The justification cites ICF's existing experience and knowledge of CESER processes as critical to maintaining continuity of these vital energy security support services.
