Limited-Sources Justification (LSJ)
This acquisition is conducted under the authority of the Multiple Award Schedule Program, Title
III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and
Title 40 U.S.C. 501, Services for Executive Agencies.
1. Agency and Contracting Activity.
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), National Protection and Intelligence Acquisition Division (NPIAD), proposes to award a task order using limited competition procedures pursuant to FAR 8, Limited-Sources Justification.
2. Nature and/or description of the action being approved.
DHS intends to limit the number of sources pursuant to FAR Part 8.405-6 for the procurement of technical support services for Telecommunications Infrastructure Modeling and Analysis. The proposed contractor is:
Noblis, Inc.
3150 Fairview Park Drive
Falls Church, VA 22042
3. Description of Supplies/Services.
The requirement is to provide technical assistance by supporting, maintaining, and providing infrastructure modeling in the event of a National Security and Emergency Preparedness
(NS/EP) occurrence. These services shall include providing opinions, alternatives, models, analyses, recommendations, support to programs such as The Committee on Foreign Investment in the United States (CFIUS), technical management, technical evaluation, training, website maintenance, and database support for the Networx Pricer Infrastructure Module (NPIM) tool.
The period of performance will be a one year base period from date of award, and two (2) one year option periods. The total estimated value of this task order is $1,550,469.00.
Period Total Value
Base (one year) $500,389.00
Option Period 1 (one year) $526,064.00
Option Period 2 (one year) $524,016.00
Grand Total $1,550,469.00
4. Authority and supporting rationale.
This acquisition is being conducted under the authority of the Multiple Award Schedule Program in accordance with FAR 8.405-6, “Limiting sources”. In accordance with FAR 8.405-6(a)(1)(i) http://uscode.house.gov/ http://uscode.house.gov/

(B), the circumstances restricting competition for this acquisition is only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
The Networx Hosting Center (NHC) contractor and the DHS contractor for the Infrastructure
Tool are required to be the same. Access to the Networx billing data is limited and the only method of obtaining the data to perform the Telecommunications Infrastructure Modeling and
Analysis requirement is to have a contract with GSA in order to access the data. Noblis, Inc. is the current GSA contract holder of the NHC and the only contractor that has access to the billing data needed to perform the Telecommunications Infrastructure Modeling and Analysis requirement.
The contractor shall update and maintain the Federal Telecommunications Critical Infrastructure
Database (FTCIDB) using Networx billing data from the General Services Administration
(GSA) Networx contract on at least a semi-annual basis. Data will remain under the ownership of the GSA and the Contractor shall coordinate FTCIDB data updates and facilitate communications between DHS and GSA. No data will be disseminated to third parties without the express permission of GSA and DHS and without an approved Non-Disclosure Agreement
(NDA) signed by both DHS and GSA.
Having access to the billing data is essential to the Government’s requirements because
Agencies are required to initiate a review of their telecommunication capabilities in the context of planning for continuity of operations (COOP) situations, as stipulated by numerous directives such as Homeland Security Presidential Directive (HSPD-8) and
HSPD-20.
The NPIM reports support department and agency compliance with Presidential and
Homeland Security directives by providing the necessary review of telecommunication capabilities. The NPIM is a web-based infrastructure-modeling tool on a GSA hosted web site and uses the Federal Telecommunications Critical Infrastructure Database
(FTCIDB) data from the GSA’s Networx contract.
NPIM provides a means for DHS and other Government agencies to analyze telecommunications risks for route diversity, Continuity of Operations (COOP), and potential impacts to Government communications during NS/EP.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that awarding the proposed task order to Noblis, Inc. for the Telecommunications Infrastructure Modeling and Analysis technical support services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This order will be placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.” The GSA has already negotiated fair and
- 3 -reasonable pricing rates. Discounts to these GSA schedule rates will be requested. Additionally, prior to issuance of the task order, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered in order to determine that the total price is reasonable. The contractor’s labor mix and level of effort will also be compared to the Independent Government Cost Estimate (IGCE).
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market Research was conducted with several schedule holders through GSA, Federal Supply
Schedule (FSS) Mission Oriented Business Integrated Services (MOBIS)-Special Item Number
(SIN) 874-1; however, none of the vendors available under the FSS for SIN 874-1 would be able to obtain the required NDA to access the billing data needed to perform the Telecommunications
Infrastructure Modeling and Analysis requirement. DHS released a Sources Sought Notice on
March 5, 2014 through FedBizOpps to assess the current market for potential vendors who could perform the Telecommunications Infrastructure Modeling and Analysis requirement. DHS received eleven capability statements and identified only one vendor that has access to the billing data needed to perform the Telecommunications Infrastructure Modeling and Analysis requirement. That vendor is Noblis.
7. Any other facts supporting the justification.
There are no additional facts supporting this justification.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.
Currently, the only method of obtaining the data to perform the Telecommunications
Infrastructure Modeling and Analysis requirement is to have a contract with GSA in order to access the data. In the future, DHS will conduct further market research to determine whether or not GSA would allow other vendors to access to the billing data needed to perform this requirement.
9. DHS intends to post this requirement on FedBizOpps pursuant to FAR 8.405-6(a)(2)(i).
10. Technical/Requirements Personnel Certification.
Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the justification, are accurate and complete.
