DEPARTMENT OF DEFENSE

WASHINGTON HEADQUARTERS

SERVICES 1155 DEFENSE

PENTAGON WASHINGTON, DC

20301‐1155

Acquisition Directorate

Control No. 2020‐WHS‐0201

LIMITED SOURCE JUSTIFICATION (LSJ)

UNDER FEDERAL ACQUISITION REGULATION SUBPART 16

1. AGENCY AND CONTRACTING ACTIVITY:

Agency:

The Office of the Chief Management Officer (OCMO)

Contracting Activity:

The Department of Defense (DoD), and Washington Headquarters Services Acquisition Directorate (WHS/AD)

2. DESCRIPTION OF ACTION:

WHS/AD proposes to award on a sole source bases to Middle Bay Solutions, Inc., under NIH/NITAAC CIO- SP3 Small Business Contract, using a firm-fixed price contract type without using full and open competition.

This effort is for the continued support to The Office of the Chief Management Officer (OCMO)). The period of performance for this requirement will be 2.5 months.. The total estimated value for this effort is $463,571.00

This is follow on work awarded to MBS II utilizing NITAAC IDIQ contract CIO SP3, 75N98119D0024.

MBS II has assembled a team of experts that precisely meet the requirements for what is needed for this effort. They have designed and led large-scale transformation projects using an Architecture-driven implementation approach. Furthermore, they have deep experience in the tools that have been selected for this project, i.e., ARIS and Alfabet. This team brings industry leading experience for implementing large-scale DoD enterprise transformation and modernization projects. Their experience derives from supporting federal governmental, national and international commercial clients, which is critical for this project. MBS II managing partner brings business process modeling and analysis experience in organizations such as NASA and DOD with enterprise level organizational change and transformation projects. MBS II possesses the depth of knowledge with the people, processes, systems, sites, and mission challenges of CMO to support the Next Generation BEA activities.

The success factors for this project are driven by domain knowledge, creativity, and technical expertise in the tools that are required to complete the task requirements. The requirements are complex, and this is not routine compliance-oriented architecture tasking. Team composition is critical. This includes knowledge of the complete DoD enterprise and enterprise core processes.

MBS II provides Dr. Thomas Gulledge as a lead subject matter expert for this task performance. Prof.

Gulledge was one of the founders of the Discipline of Enterprise Architecture, and his company introduced Enterprise Business Architecture to the DoD. He has worked on many EA projects, including many that are directly related to the BEA. He has led or worked on Architecture projects for all of the Service Components and some Defense agencies and Joint Commands. He has also led or worked on private sector EA projects for some of the largest companies in the world. The combination of private and public EA projects makes him qualified to address and support the design and implementation of the Future BEA for the DoD.

MBS II also provides Mr. Andrew Schaff as a Senior Enterprise Architect. He has many years of experience in leading Enterprise Architecture projects in the Army, including the implementation of the ARIS architecture to support investment analyses and its integration with Alfabet. Three additional architects with ARIS and Alfabet experience will also be provided,

3. DESCRIPTION OF REQUIRED SERVICES:

The Office of the Chief Management Officer (OCMO) strengthens business process management throughout the Department of Defense and supports planning, performance management, and strategy to optimize DOD enterprise business operations. The office develops, executes, and tracks business management improvements while building on-going management structures and improving the quality and productivity of business operations. All related activities and guidance must be documented in a Business Enterprise Architecture of the future.

4. IDENTIFICATION OF THE STATUTORY AUTHORITY:

The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR)16.505(b)(2)(B) Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

5. THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED:

Failure to award this requirement will result in failure of DoD to fully implement 10 USC 2222 without substantial costs to the Government and significantly detract from OCMO’s ability to meet required timelines for meeting reporting requirements of NDAA 2020 section 921 and 904. According to the January 24, 2020 Memorandum from the Deputy Secretary of Defense, section 921 work effort is already underway and this acquisition was to be in place to support 10 USC 2222 documentation requirements in support of that effort as well as comply with long standing congressional requirements for a fully functional and compliant enterprise business operations architecture. OCMO is already behind on this effort and is in serious need to take action in FY20 to eliminate risk of non-compliance with public law. This estimated 522K includes 2,385 labor hours to document a governance strategy, build a transition plan and pilot the effort to transition to a new off the shelf toolset.

6. BEST VALUE DETERMINATION:

A determination of a fair and reasonable price will be made prior to award. Actions anticipated to ensure reasonableness of the price will be accomplished with the procedures and criteria contained under FAR 16.505-

(d)(3), Pricing and FAR 15.404-1 "Proposal Analysis Techniques". The Contracting Officer will evaluate the proposal to ensure that the overall price for the order represents best value and required experience. The agency will also request additional discounts as required by FAR 16.505, Pricing, and ensure that the labor mix and level of effort are reasonable in accordance with FAR 16.505-2(d), and FAR 15.404-1.

7. DESCRIPTION OF MARKET RESEARCH CONDUCTED:

OCMO conducted market research pertaining to a specific list of enterprise architecture design and implementation considerations under the DoD Instruction 5000.75. This DoD required approach identified a focused list of functional, technical and life cycle requirements that would frame the selection of applications and vendor skills necessary for the level of complexity needed to transition the DoD Business Enterprise Architecture from a stove-piped, limited use application to a broadly available suite of enterprise services built upon state of the art tools, techniques and design methodologies. The assessment of the qualifications against vendor qualifications found within the Middle Bay Services unique vendor skill and tool familiarity to provide an affordable and timely transition for the CMO BEA capabilities. Factors governing research included 10 or more years of complex DoD enterprise architecture practice, recent experience with the US Army ARIS enterprise architecture tool suite, experience configuring ARIS tools to operate in a secure DoD IT infrastructure, and methods and conventions for conducting data migration from legacy enterprise architecture tools.

8. OTHER SUPPORTING FACTS: N/A

9. ACTIONS TO REMOVE OR OVERCOME ANY BARRIERS THAT LEAD TO THE RESTRICTED

CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR

SERVICES IS MADE:

No barriers currently exist.

10. If this acquisition is for new work as a logical follow-on to an original Federal Supply Schedule (FSS), was the original order placed in accordance with the applicable FSS ordering procedures?

This is not for new work.
