About this file
This is a Justification and Approval (J&A) document for a non-competitive acquisition of Lead System Design Integrator (LSDI) services by the Air Force Test Center (AFTC) at Arnold Air Force Base in Tennessee.
The Government seeks to award a single Indefinite Delivery Contract (IDC) directly to Booz Allen Hamilton Inc. (BAH) for recurring LSDI services supporting a classified military program. The acquisition is valued above $15 million and includes a five-year ordering period with three one-year optional periods (eight years total). The estimated contract ceiling is redacted but pricing tables are provided for each 12-month ordering period, with the five-year total and grand total through all options also redacted. The services encompass commercial engineering support including design activities, fabrication of technically complex systems, integration activities, design oversight, design integration, verification activities, model-based systems engineering, 3D CAD modeling, and configuration management. The requirement involves design and development of specialized systems requiring expertise in niche fields and national security areas, with intellectual property and data rights to be negotiated, including unlimited Government rights for designs and modified license rights for systems. BAH is the incumbent contractor under the MORPHEUS task order (47QFCA22F0047) and possesses unique qualifications. The Government conducted market research through site visits with two potential sources in December 2024, issued a Combo Sources Sought Notice on March 11, 2025 (closing March 21), and hosted a Virtual Industry Day on March 25, 2025 with 11 vendors, though no vendors submitted interest under a subsequent Notice of Intent to Sole Source issued November 7, 2025. Contracting Officer Haley M. K. Smith processed this J&A, which was approved by the Executive Director of the Air Force Test Center on February 3, 2026, based on FAR 6.302-1 authority for single source acquisitions where no other supplies or services satisfy agency requirements.
