Questions Area 2:
Is this contract satisfying a new requirement? If not, can you identify the incumbent contractor(s) currently fulfilling the tasks? Is this a new contract or is it a re-compete? If a re-compete, who is the current incumbent? Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
Answers:
This is a re-compete. The LSC OIG has been contracting this requirement out for more than 12 years. The 3-year incumbent contractor is InfoReliance of Fairfax, Virginia. The Legal Services Corporation is a federally-funded D.C. nonprofit and not part of the United States government. As such, there is no contract number.

Answers:
The total 3,600 hours listed in Section 4 is a contract cap across all labor rates. Labor categories are generally: Program Manager, Systems Support (multiple levels), Software Engineer, Applications Support, Cyber Analyst, Technical writer. Hour assignments will be based on need – see the percentage future work estimates in answer #1. The annual purchase orders will have a 1,200 hour yearly maximum.
