Department of the Army Limited Source Justification for GSA Purchases above the Simplified Acquisition Threshold
1. Contracting Activity: The US Army Contracting Command–Detroit Arsenal (ACC-DTA) is the procuring activity responsible for this action.
2. Description of Action: This action is to support Ground Vehicle Systems Center (GVSC) for procurement of the brand name LS-DYNA software licenses and maintenance package that will be purchased on a firm-fixed-price (FFP) task order under GSA Schedule Contract No. GS-35F-0639N.
The period of performance is from 01 November 2020 to 31 October 2023.
The type of funds are FY20 Research, Development, Test and Evaluation
(RDT&E).

3. Description of Supplies/Services: GVSC has a requirement for the commercially available LS-DYNA software license and maintenace renewals developed and sold by ANSYS, Inc. LS-DYNA is an engineering Modeling and Simulation (M&S) tool for structural and occupant response behavior during automotive crashworthiness and under body blast (UBB) events. This tool is currently in place at GVSC and used for automotive crashworthiness as well as underbody mine blast simulations. The estimated total purchase price of this procurement is $502,500, including a base year in the amount of $167,500 and two separately priced option years in the amount of $167,500 each. This amount covers all license fees and all maintenance releases on the software package, along with administrative and technical support.
4. Authority Cited: 40 U.S.C. 501 and FAR 8.405-6, Limited Sources Justification and Approval. This acquisition is conducted under the authority of the Multiple Award Schedule Program.
5. Reason for Authority Cited: ANSYS, Inc. is the sole vendor and proprietary owner of LS-DYNA and configurations covered under this contract. It owns the intellectual property, including source codes, and only provides its customers with compiled executables (much like most software vendors), not the original source code.
