COMBINED SYNOPSIS/SOLICITATION

SUBJECT: LRS Vehicle Laundry Rental and Dry Cleaning

Solicitation. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.

Notice to Offeror(s)/Supplier(s): The Government reserves the right to cancel the solicitation, either before or after the closing date. In the event the Government cancels the solicitation, the Government has no obligation to reimburse an offeror for any costs.

The 21st Contracting Squadron, Peterson Space Force Base (SFB), intends to award a Firm Fixed Price Blanket Purchase Agreement (BPA) for the LRS Vehicle Laundry Rental and Dry Cleaning Services. While the Government's primary intent is to award a single BPA, it reserves the right to award multiple BPAs if it is determined to be in the Government's best interest.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 dated 01 October 2025, the Defense Federal Acquisition Regulation Supplement (dated 10 November 2025), and the Department of the Air Force Federal Acquisition Regulation Supplement (dated 16 October 2025).

This effort is being solicited as full and open competition under NAICS 812332 - Laundry services, industrial. The size standard is $47 Million. All prospective Offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov. The government intends to use a Government Purchase Card (GPC) for payment. The contractor must accept GPC as a payment method.

Quotes shall include any applicable delivery fees. Please pay special attention to the instructions to offerors.

FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023):

· Please provide a Firm Fixed Price quote.

· All quotes should include:

1. The solicitation number

2. Quote number

3. Name, address, Unique Entity ID Number, CAGE Code, Business Size and telephone number

4. Quantity, Unit Price, Total Price and any discount terms

5. Include a statement the extent of agreement with all terms, conditions, and provisions included in the solicitation. Note: Offers that fail to furnish required representations, or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

6. Please provide a 30-day acceptance period for your quote.

7. Acknowledgement of solicitation and any applicable amendments

8. Terms of any express warranty

9. Pricing must contain all associated costs including any shipping and/or handling fees.

FAR Provision 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023) applies to this acquisition and the following addendum applies: The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government.

Evaluation and Award Criteria The Government will review the contractors quote for compliance with the RFQ, to include compliance with all instructions, provisions and clauses, and submission dates.

The compliant quote will then be evaluated in accordance with the following factors:

· Factor 1: Technical

· Factor 2: Price

Technical Acceptability: The Government will evaluate the quote for technical acceptability in the following way:

Acceptability of this factor is based on an Offeror describing an adequate approach to addressing the below elements of the PWS. The submission shall document the Offeror’s processes and capabilities to demonstrate an understanding of the requirement and not just restate the PWS.

The technical approach shall include the following factors:

· Subfactor 1: A description of how the contractor will perform PWS sections 2, 3, and 4.

· Subfactor 2: The contractor must demonstrate the ability to be fully mobilized and ready to perform services no later than January 21, 2026. The start date for services is January 21, 2026, and contractors unable to meet this deadline will be deemed incapable of fulfilling the requirement.

Definition: Acceptable or Unacceptable.

· Acceptable is defined as the quote clearly meets the requirements of the solicitation.

· Unacceptable is defined as the quote does not clearly meet the requirements of the solicitation.

AWARD PROCESS:

Basis for Award. The Government intends to award an FFP contract resulting from the RFQ to the responsible Offeror whose quotation represents the lowest price technically acceptable (LPTA) to the Government. To be eligible for the award, the Offer must receive an acceptable rating for all factors. The evaluation factors that establish the requirements of acceptability shall be set forth in this RFQ. The Government intends to award based on the initial quotation submission without interchanges. Offerors who do not quote the entire package requested will be considered non-responsive and their quotation may not be evaluated. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all.

Since award will be based on initial responses, Offerors are highly encouraged to quote their most advantageous pricing in their initial response. The responses to this RFQ are intended to be evaluated, and award made, without interchanges unless interchanges are deemed to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the Contractors that may address any aspect of the quote and may or may not be documented in real time. Offeror responses to interchanges will be considered in making the award selection decision. Interchanges may be conducted with one (1), some, or all Offeror’s as the Government is not required to conduct interchanges with any or all offerors responding to this RFQ.

The Offeror shall also complete FAR 52.212-3, Offeror Representations and Certifications- Commercial Items (DEVIATION 2025-O0003 and 2025-O0004) (May 2025). The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the SAM accessed through https://www.sam.gov.

The Government may compare Offeror Total Evaluated Price (TEP), compare TEPs to the Independent Government Estimate (IGE), or may use other price analysis techniques per FAR 13.106-3(a).

Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.

Offerors shall respond to this RFQ via e-mail by 16 January 2026 at 1300 hours MT. All quotations should be sent to, Lt Dante Aletto, at dante.aletto.1@spaceforce.mil and Dominic Impallaria, at dominic.impallaria@spaceforce.mil before the due date and time specified.
