FOR USE OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity: Army Contracting Command-Redstone (ACC-RSA), Redstone Arsenal, AL 35898.

2. Description of Action: ACC-RSA on behalf of Program Executive Office, Missiles and Space (PEO MS) requests an amended J&A to increase the scope of the existing sole source contract (W31P4Q-23-C-0008) with Lockheed Martin Space (LMS), 4800 Bradford Drive, Huntsville, AL 35807 (CAGE Code 5D177). The contract is for the Long Range Hypersonic Weapon (LRHW) Ground Support Equipment (GSE). The ceiling increase will allow the Army Hypersonics Project Office (AHPO)/Strategic Integrated Kinetic Effects (STRIKE) to procure additional supplies and services not included in the initial J&A. The previous J&A was signed by the Senior Procurement Executive on 9 January 2023 in the amount of .

As a result of this amendment, the total contract value will change from to

. A net increase of . However, the period of performance will remain unchanged from 28 February 2023 through 28 February 2028. The increase will be funded with a combination of Research, Development, Test, and Evaluation (RDT&E) and Missile Procurement, Army (MIPA) funds depending on the specific purpose of the requirement.

3. Description of Supplies/Services: This acquisition will produce the Transporter Erector Launchers (TEL), Battery Operations Centers (BOC) in support of fielding LRHW Batteries 2 and 3 in Fiscal Year (FY) 25 and FY27. The LRHW GSE effort will provide support and enhancements to the currently fielded Battery 1 and delivery of special test equipment, emulators and reload trailers. During the course of this effort, the contractor shall maintain and utilize the LRHW System Integration Lab (SIL) to validate LRHW system/sub-system functionality in accordance with the System Capability Builds (SCBs) scope and schedule. The Army currently needs to procure and field additional LRHW GSE quantities, while also developing enhancements and provide training and sustainment as the weapon system transitions to a program of record under PEO MS.

This J&A covers supplies and services not included in the original J&A. The items are:

o LRHW BOC and TEL simulations for hardware-in-the-loop (HWIL) o LRHW System Integration HWIL lab and HWIL support o Non-recurring integration efforts to incorporate planned technology insertions (TIs) into the GSE (including those to incorporate All up Round (AUR ) TIs) o Beyond Line of Sight (BLOS) Communications o Operational test and evaluation support o Procurement of new or modified Peculiar Support Equipment (PSE) to support technology insertions.

7. Actions to Increase Competition: The Government will continue to monitor the unique hypersonics market for other potential sources with the capability to address future requirements, while analyzing potential impact to cost, schedule, and program risk. The Government will encourage maximum competition at the subcontract level consistent with technical and programmatic requirements. The receipt and availability of the Technical Data Package (TDP) and Software Product Specification (SPS) at the completion of the existing Other Transaction for Prototype (OTAP) effort may increase competition in future requirements but will not be received in time to impact this acquisition. The final TDP is due on 30 August 2024, which is 30 days prior to the end of the current OTAP. The final SPS is due at the end of the current OTAP which concludes 30 September 2024.

8. Market Research: The Government approved a Memorandum for Record for the updated Market Research (MR) on 14 November 2023. The Government used Subject Matter Experts (SMEs) with personal knowledge in procuring products of this type and contact with persons in Government and industry regarding the commercial nature of the requirement and standard industry practices in this area of service. The Government looked at whether any market conditions had changed since the last Market Research Report (MRR). The Government did not find any new firms that entered the market for LRHW GSE, and the Government determined that market conditions had not changed since the previous Sources Sought Notice (SSN) and MRR.

Government determined that market conditions had not changed since the previous SSN and MRR.

9. Interested Sources: No change. The requirements covered by the J&A will be synopsized utilizing SAM.gov in June 2024 pursuant to FAR 5.201.

10. Other Facts: The increase is due to the additional supplies/services inadvertently left out of the previous IGE when the PO revised the SOW.
