About this file
This document is a Lowest Price Technically Acceptable (LPTA) evaluation criteria document for a portable force plate system solicitation by the FDA's Center for Devices and Radiological Health. The technical requirements specify a system with at least two force plates capable of exporting data from six measurement channels, including force and moment measurements in X, Y, and Z axes, with specific capacity thresholds. The system must use a USB interface, be compatible with Vicon Nexus software versions 2.6-2.14, include a three-meter walkway, have real-time data streaming capabilities, and weigh less than 12 kilograms.
The evaluation process involves a two-step approach: first assessing technical acceptability, then comparing prices among technically acceptable offers. The contract will be awarded to the lowest-priced technically acceptable bidder. Key technical requirements include a built-in amplifier, no external mounting needed, USB connectivity, digital data rates between 10-1000 datasets per second, and a one-year hardware warranty. Delivery is expected within 60 days after award, and proposals not meeting the minimum technical specifications will be deemed technically unacceptable and excluded from price evaluation.

Lowest Price Technically Acceptable (LPTA) Evaluation Criteria
1. Introduction This document outlines the evaluation criteria for determining the lowest price technically acceptable offer in accordance with Federal Acquisition Regulation (FAR) 15.101-2. The evaluation process will consist of a technical evaluation and a price evaluation. Only offers that meet the minimum technical requirements will be considered for the price evaluation.
2. Evaluation Process Overview
· Step 1: The contracting officer will first evaluate the technical acceptability of each offer based on the specified technical criteria.
· Step 2: Only those offers that are determined technically acceptable will be evaluated for price.
· Step 3: The lowest-priced, technically acceptable offer will be selected for award.
3. Technical Evaluation Criteria The technical evaluation will assess the offeror’s proposal against the following minimum technical requirements (adjust as needed for the specific solicitation):
· Criterion 1:
The portable force plate system ordered must have the following salient characteristics:
· A minimum of two (2) force plates capable of exporting data from at least six (6) measurement channels including force in the X, Y, and Z axes and moment in the X, Y, and Z axes. The following horizontal and vertical force and moment capacities must be met:
· Force X, Y capacity must be greater than 430 Newtons.
· Force Z capacity must be greater than 1300 Newtons.
· Moment X, Y capacity must be greater than 225 Newton-meters.
· Moment Z capacity must be greater than 80 Newton-meters.
· Uses a plug & play Universal Serial Bus (USB) (2.0 or greater) interface capable of connecting and synchronizing up to 12 force plates. All cables and accessories required for synchronization should be included.
· Generates digital output of at least six measurement channels (described above) that uses a single USB cable to connect with an acquisition computer running Windows 10 and is easily integrated in Vicon Nexus 2.X software.
· Compatible with Vicon Nexus software versions 2.6 through 2.14 (or latest available version)
· Includes necessary drivers, plugins, or SDK components for integration
· Real-time data streaming capability to Vicon Nexus environment
· Includes at least 15-foot USB cable for power and data transfer.
· Force plates allow for user selectable digital data rates between 10-1000 datasets per second.
· Force plates do not require an external amplifier. Amplifier must be bult into the force plate.
· Force plate dimensions are no greater than 51 x 51 x 4.6 centimeters with a 300-pound (or greater) vertical force capacity.
· Force plate is portable such that it does not require any mounting and weighs less than 12 kilograms.
· Includes walkway at least three (3)-meter long consisting of two (2) 600 x 1200 millimeter (mm) tapered end sections of portable walkway, two (2) 500 x 350 mm center surrounding sections of portable walkway and two (2) 600 x 1200 mm section of portable walkway.
· Option to include additional walkway sections for staggering the force plates such that they could be in line or off-center and 10 or 20 cm spacers to accommodate different stride lengths.
· One (1) year hardware warranty.
4. Price Evaluation
· The price evaluation will assess the total proposed price for the contract.
· The contract award will be made to the lowest-priced offeror whose proposal is determined to be technically acceptable.
· Price Reasonableness: The contracting officer may, at their discretion, review the proposed price for reasonableness based on market research, historical prices, or other available data sources. If the price appears unreasonably low, the contracting officer may request additional information or clarification.
5. Acceptance of Technical Proposal Proposals will be reviewed to ensure they meet all of the following minimum standards. Failure to meet these minimum technical standards will result in the proposal being rated as "Technically Unacceptable," and it will not be considered for price evaluation.
· Acceptance Criterion 1:

Delivery Hardware associated with the portable force plate system to be delivered no later than 60 days after award.
6. Unacceptable Proposals A proposal will be deemed "Technically Unacceptable" if it fails to meet the minimum requirements as described in the solicitation. Offers that are deemed technically unacceptable will not be evaluated for price.
7. Final Evaluation The final evaluation will compare the prices of all technically acceptable proposals. The contract will be awarded to the offeror whose price is the lowest among the technically acceptable offers.
