About this file
This is a Questions and Answers document for the Los Padres National Forest Campground Prospectus, published by the U.S. Department of Agriculture Forest Service on January 27, 2026 (Version 1 – March 20, 2026). The document addresses three key inquiries from potential concessionaires regarding the proposed campground concession contract.
The first question addresses the operational responsibility for the Wheeler Gorge Visitor Center, which is currently operated by the Los Padres Forest Association (LPFA) on a limited basis (weekends during summer). The Forest Service clarified that it maintains a partnership with LPFA for Educational and Interpretive Services and is interested in proposals from concessionaires that could expand recreation opportunities and support interpretation and conservation education efforts at the facility. The second question concerns the question submission process, and the Forest Service confirmed it will accept questions from interested parties through March 27th and compile responses for online distribution via the Los Padres National Forest Website, with response dates scheduled for March 20th and March 27th. The third question addresses the Maintenance, Repair, Restoration, Improvement (MRRI) projects listed in Appendix 12. The Forest Service clarified that these represent potential projects eligible for Granger-Thye Fee Offset credit, with the specific projects to be determined annually through a written agreement between the Forest Service and the permit holder before permit issuance and before each subsequent operating season.

Questions and Answers
1. Just wanted to ask a question on the Wheeler Gorge visitor center. In the description of sites, appendix 20 (Description of Developed Recreation Sites), it states that the Wheeler Gorge
Visitor Center is operated by a non-profit. Will this continue into the new contract or will the concessionaire be responsible for operating the building as well as providing interpretive programs? In addition, it is open year-round but the current non-profit only offers interpretive programs on the weekends in the summer. What happens at the visitor center on the other days when interpretive programs are not offered?
Answer: The Forest maintains a strong partnership with Los Padres Forest Association wherein we provide Educational and Interpretive Services at Front Desks, Offices, Events, and Visitor Centers. LPFA operations is focused on weekends and the Forest is interested in what concessionaire operations might be proposed which could increase recreation opportunity at the site as well as how Concessionaire Operations might support interpretation and conservation education efforts under existing partnerships.
2. I am reaching out to inquire about the question process for Los Padres National Forest.
Considering that there was not an official site visit where applicants would be able to gather information from the Forest Service, will you be answering questions submitted by applicants on a rolling basis or will you be waiting for all questions to be submitted by the
March 27th deadline and answering them all at once?
Answer: The Forest will be taking down questions from all interested parties and then compiling the appropriate responses to send out to all interested parties online, via our
LPF Website. The dates selected were March 20th and March 27th.
3. Which projects must the concessionaire complete from the MRRI (Maintenance, Repair, Restoration, Improvement) projects, Appendix 12?
Answer: Appendix 12 represents a list of potential Granger-Thye Fee Offset projects for the offering. Before the issuance of the permit and before each operating season thereafter, the Forest Service and the holder shall annually enter into a written Granger-
Thye fee offset agreement that specifies the government maintenance, recondition, renovation, and improvement (MRRI) to be used to offset the permit fee.
