LMD RFI
1 Synopsis
The Federal Emergency Management Agency (FEMA)’s Logistics Management Directorate (LMD) is conducting market research on available c o n f i g u r a t i o n solutions that will provide efficient, transparent, and flexible logistics capabilities required for improved lifecycle management for various aspects of the Logistics Operation Division (LOD). There are various areas where lifecycle processing management is needed where LOD is working to identify, maintain, and transport items that are provided to eligible disaster survivors. As part of the research, FEMA is issuing this Request for Information (RFI) to gather vendor information pertaining to configuration and implementation of IBM Maximo Mobile for FedRamp Cloud System to address the lifecycle management of various logistics processes with an initial emphasis on temporary transportable housing units (TTHU). FEMA is reaching out to industry to identify configuration and implementation services that may support the agency in achieving its modernization objective for the LOD, but Section 4: Requirements for the TTHU Lifecycle Management System provides the solution functionality being sought initially.
In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research. This request is for planning purposes only and does not constitute a solicitation or an indication the government will contract for the items contained in this notice. This notice is not to be construed as an acquisition Request for Proposal (RFP), nor is any commitment on the part of the government to award a contract implied, nor does the government intend to pay for any information submitted because of this request. The government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this notice. Any response received will not be used as a proposal. FEMA is not, at this time, seeking proposals and will not accept unsolicited proposals.
2 Background
The Federal Emergency Management Agency (FEMA), Logistics Management Directorate (LMD) is the major program office responsible for policy, guidance, standards, execution, and governance of agency logistics support, services, and operations. FEMA is part of the U.S.
Department of Homeland Security (DHS) and is the nation’s preeminent emergency management agency. FEMA’s primary mission is "Helping people before, during, and after disasters." FEMA prepares the nation for all hazards and manages Federal response and recovery efforts following any national incident.
The Logistics Management Directorate (LMD) of the Federal Emergency Management Agency (FEMA) is FEMA’s major program office responsible for policy, guidance, standards, execution, and governance of logistics support, services, and operations. LMD’s mission is to provide an efficient, transparent, and flexible logistics capability for the procurement and delivery of goods and services necessary for an effective and timely response to disasters.
3 Scope
The Federal Emergency Management Agency (FEMA) is seeking information regarding the configuration of IBM Maximo software to address specific requirements outlined in the Temporary Transportable
Housing Units (TTHU) Lifecycle Process Management System (LPMS). FEMA aims to enhance its capabilities in managing TTHU missions efficiently presently there are two different types of TTHU being utilized. FEMA has approximately 6,000 TTHU in inventory at a given time, this number can fluctuate for various reasons.
Recreational Vehicles (RVs) are towable units placed on private, commercial, or group sites. RVs are available for applicants with households of five or less and who need temporary housing for six months or less.
Manufactured Housing Units (MHU) are available in one to three bedrooms, depending on an applicant’s pre-disaster household composition. Multiple TTHUs may be used for larger households. TTHUs can be placed on private, commercial, or group sites for households requiring temporary housing for more than six months.
The TTHU are housed/stored in two locations Cumberland, MD and Selma, AL. Once a Disaster
Declaration for Individual Assistance has been established a TTHU Field Operations Staging Yard will be established. This Field Operations Stagging Yard will then house TTHU until they are placed into use for a
Disaster Survivor at specific location. Once the Disaster Survivor no longer requires use of the TTHU it will either be disposed of or returned into FEMA inventory.
The TTHU LPMS would manage and track all TTHU’s across the entire lifecycle, across seven different domain areas: 1 Procurement/Manufacturing, 2 Storage, 3 Staging, 4 Haul and install, 5 Occupancy and
Maintenance, 6 Deactivation, and 7. Disposition. Each domain will capture multiple lines of information, some of which will overlap into other domains.
LPMS consists of four different environments one production and three non-production integration with other FEMA database type systems will be needed for the sharing of information.
Be advised that all responses to this RFI will be utilized by FEMA to gain an understanding of the products, capabilities, and options available within the market. No feedback will be provided to vendors on their individual responses to this notice.
4 Requirements for the TTHU Lifecycle
Management System
FEMA requires the IBM Maximo software configuration to encompass the following capabilities:
a) Standardized Processes:
Develop standardized methods within the IBM Maximo software for managing, capturing, and retrieving data related to TTHU activities. The system should ensure consistency and accuracy in data management processes.
b) Digital Transformation:
Implement digital transformation features within IBM Maximo to eliminate manual data management in TTHU activities. This should include automation of data entry, processing, and reporting, reducing reliance on manual intervention.
c) Centralized Data Repository:
Configure IBM Maximo to establish a centralized repository for storing historical data associated with TTHU units and work orders. The repository should facilitate easy access, retrieval, and analysis of historical information, ensuring data integrity and completeness.
d) Integration:
Integrate IBM Maximo with other relevant systems involved in TTHU lifecycle management. Seamless integration is vital to ensure data flow and communication between different platforms, enhancing the overall efficiency of the TTHU mission support operations.
e) Data Parameters and Metrics:
Configure IBM Maximo to provide comprehensive data parameters and metrics relevant to
TTHU missions. The software should generate insightful reports and analytics, enabling
FEMA personnel to make informed decisions about missions based on real-time data. These parameters and metrics should cover various aspects of TTHU operations, aiding in strategic planning and resource allocation.
