About this file
This document is a Request for Information from the Department of the Air Force Materiel Command Lifecycle Management Center regarding propulsion system options for the Future Next Generation Air Refueling System. The RFI seeks information on existing and new propulsion system capabilities in the near term within 6 years, mid term within 10 years, and far term within 15 years from a projected program initiation in 3QFY25. Response are requested in writing by 1600 ET on 30 April 2024 to be electronically submitted through DoD SAFE. The information will be used to support the Analysis of Alternatives, operational analysis, and strategy development for achieving long range, reduced take-off distance, dash speed, survivability, power, fuel offload capacity, and other desired aircraft characteristics.

(U) Future Next Generation Air Refueling System (NGAS) Propulsion Systems
(U) 1st Request for Information (RFI 1)
(U) Agency: Department of the Air Force Office: Air Force Material Command
(U) Location: AFLCMC-Air Force Life Cycle Management Center
(U) Purpose:
(U) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for informational and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the USG to contract for any supply or service whatsoever. Further, the US Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the USG will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Sam.gov website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
(U) Instructions:
(U) Please provide written answers to the following questions. Answers to these questions may be proprietary, and if so, should be marked as such to keep this information controlled unclassified information with distribution authorized to DoD Components only (Distribution Statement E). Responses may also be submitted at multiple caveats and must be properly marked.
(U) Written responses shall be limited to no more than twenty (20) 8.5X11-inch pages, 1-inch margins, Times New Roman 12-point font. (*Data assertions list will not be counted against the twenty-page limit).
(U) All responses will be electronic and must be received no later than 1600 ET on 30 April 2024.
(U) Parties responding to this RFI MUST first send an UNCLASSIFIED email to austin.morris.2@us.af.mil AND devon.banks@us.af.mil to request access to complete RFI and await further instructions.
(U) UNCLASSIFIED (CUI) responses must be electronically submitted to the Government’s Procurement Contracting Officers (PCOs) through DoD SAFE (https://safe.apps.mil/) by requesting a drop-off to patrick.conrad.5@us.af.mil AND austin.morris.2@us.af.mil.
(U) Executive Summary
(U) For the future Next Generation Air Refueling System (NGAS), the government is seeking information on propulsion system options that enable platform capability to achieve USG objectives. This RFI requests information for the four primary categories of existing propulsion system capability, options for scaling existing propulsion systems, and new propulsion systems. This RFI focuses on these capabilities at discrete intervals defined as near (6 years), mid (10 years), and far (15 years) terms from a program initiation assumed to be 3QFY25. The propulsion thrust range of interest for this RFI is broad due to the state of the Analysis of Alternatives (AoA), but the questions in this RFI are intended to provide focus for responses.
(U) The responses to this RFI will be used to support the USG’s Analysis of Alternatives, operational analysis and to build initial strategies for achieving the desired aircraft characteristics of long range, reduced runway take-off distance, dash speed capability, survivability, power and thermal capacity, and fuel offload capability.
