About this file
This document is a Low-Income Housing Tax Credit (LIHTC) Program Tax Credit Application issued by the City of Tampa's Housing and Community Development (HCD) Division. The RFP seeks qualified developers to submit proposals for multi-family housing projects aligned with the city's Consolidated Plan, specifically targeting the competitive 9% Low-Income Housing Tax Credit program. The solicitation was released on April 1, 2025, with a non-mandatory pre-proposal meeting scheduled for April 15, 2025, at 10:00am. Key response dates include a question submission deadline of June 20, 2025, at 12:00pm and a proposal submission deadline of June 27, 2025, at 12:00pm. The city aims to support the creation and preservation of affordable rental housing by facilitating tax credit applications that will create housing serving low- and moderate-income households.
The evaluation process will utilize a points-based scoring system across seven key categories: Organizational Capacity (5 points), Environmental Review (10 points), Project Description (15 points), Project Readiness/Program Implementation Schedule (15 points), Financial Capacity (20 points), WMBE Participation (20 points), and Community Engagement (15 points). Successful applicants will be expected to utilize federal tax credits to create rent-restricted and income-restricted housing units, with the city providing potential HOME or SHIP funds to support the selected project. The city will offer a letter of support valid for the Florida Housing Finance Agency Tax Credit and Bond applications due in Summer 2025, with the expectation that a formal agreement will be negotiated and approved by the City Council within one year of the award date, and construction must commence within six months of agreement execution.

1. Introduction
The City of Tampa’s Housing and Community Development (HCD) Division invites qualified developers to submit proposals for the development of multi-family housing projects that align with the priorities outlined in the City’s Consolidated Plan. Through this RFP, the City seeks to support the creation and preservation of affordable rental housing by facilitating applications for the competitive 9%
Low-Income Housing Tax Credit (LIHTC).
The LIHTC program is the federal government’s primary mechanism for incentivizing the development and rehabilitation of affordable housing. Successful applicants will be expected to utilize these credits to create housing that serves low- and moderate-income households, with units that are both rent-restricted and income-restricted in accordance with program requirements.
The City is committed to expanding access to safe, quality, and affordable housing and encourages proposals that demonstrate financial feasibility, long-term sustainability, and meaningful community impact.
