About this file

This document is a Louisiana Preference form for state and local procurement, specifically outlining guidelines for giving preference to products produced, manufactured, or assembled within Louisiana. The form implements provisions from Louisiana Revised Statutes 39:1604(H) & (I), which allow procurement officials to purchase Louisiana-made products when they are equal in quality to other items. To qualify for the preference, bidders must meet specific conditions, including that the Louisiana-made items cannot cost more than 10% above comparable out-of-state products, and the vendor must agree to sell at the lowest bid price.

The preference applies only to bidders whose workforce consists of at least 50% Louisiana residents. The document provides detailed definitions for terms like "assembled," "manufactured," "processed," and "produced" in the context of Louisiana-made products. Bidders claiming the preference must complete the form in its entirety before bid opening, specifying which line items they are claiming preference on and providing the location within Louisiana where the products are produced, manufactured, or assembled. The form includes checkboxes for claiming the 10% preference, confirming Louisiana workforce composition, and identifying specific line items or product locations.
