About this file

This document is a Louisiana Preference form for state and local government procurement opportunities, specifically designed to provide preference to products produced, manufactured, or assembled within Louisiana. The form implements provisions of Louisiana Revised Statutes 39:1604(H) & (I), allowing procurement officers to purchase Louisiana-produced materials, supplies, and equipment when they are equal in quality to out-of-state alternatives. Bidders can claim a 10% price preference if their products meet specific criteria, including being produced within Louisiana and having a workforce comprised of at least 50% Louisiana residents.

The preference applies when Louisiana-produced items are within 10% of the lowest bid price, with vendors agreeing to sell at the same price as the lowest bid. The document provides detailed definitions of "assembled," "manufactured," "processed," and "produced" to clarify qualifying conditions. Bidders must complete the entire form prior to bid opening to be considered for the preference, specifying which line items they are claiming preference on and the specific Louisiana location where products are produced or manufactured.
