About this file

This is a Louisiana Preference Note to Bidder document issued by the State of Louisiana Department of Transportation and Development (DOTD) for the Bridge Grid Deck (Morbihan) (D03) procurement. The document outlines the state's preference program for products produced, manufactured, or assembled within Louisiana, as authorized under Louisiana R.S. 39:1604(H) & (I). Bidders seeking to claim the Louisiana preference must complete the preference form in its entirety and submit it prior to bid opening; preference claims submitted on alternative documents or after bid opening will not be considered.

To qualify for Louisiana preference, a bidder must meet three conditions: the cost of Louisiana-produced items cannot exceed the cost of out-of-state items by more than ten percent; the vendor must agree to sell Louisiana items at the same price as the lowest bid; and the vendor's Louisiana workforce must comprise a minimum of fifty percent Louisiana residents. The document defines key terms including "assembled," "manufactured," "processed," and "produced" to establish what qualifies as a Louisiana product. Bidders claiming preference must indicate whether they are applying it to all line items or specific items, identify the locations within Louisiana where products are produced or manufactured, and confirm workforce composition requirements. The form provides checkboxes and space for bidders to declare their preference claim and specify relevant line items and manufacturing locations.
