About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for a comprehensive medical services contract with the Metropolitan Detention Center (MDC) in Los Angeles, operated by the Federal Bureau of Prisons under the Department of Justice.

The Federal Bureau of Prisons seeks to continue comprehensive medical services (CMS) with incumbent contractor Integrated Medical Solutions (IMS) through an interim acquisition from July 1, 2026, through July 31, 2026, with an estimated cost of $395,799.00. IMS will provide services at Medicare benchmark rates previously established under competitive conditions in contract 15B60619D00000001, which have been determined fair and reasonable. The services required include inpatient and outpatient facility and physician services, medical referrals to community-based providers, and specialty services such as optometry to meet healthcare needs of the federal inmate population. The contracting officer determined that only IMS is capable of providing uninterrupted medical services without a service lapse, as transitioning to a new provider typically requires a minimum 30-day commencement period and 30-60 days for security clearance investigations. This interim acquisition is necessary pending the competitive award of an indefinite delivery/requirements contract with firm fixed unit pricing, which the Field Acquisition Office is currently evaluating. Market research confirmed that while comprehensive medical services are available commercially and multiple vendors exist, IMS is the only provider able to ensure seamless service delivery given the urgent nature of healthcare provision and the operational requirements of the detention facility. No other sources expressed written interest in this acquisition. Upon award of the new competitive CMS contract, further JOFOC justification will no longer be required.
