About this file

This document is a certification form regarding compliance with limitations on subcontracting regulations. Prime contractors bidding on Solicitation Number 36C248-21-Q-0197 from the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 are required to certify whether they anticipate using subcontractors, and if so, provide details on the cost and percentage of work to be performed by the prime contractor and any similarly situated subcontractors. Prime contractors must self-perform at least 50% of the total contract value, with similarly situated small business subcontractors allowed to perform the remaining work. Severe penalties may be imposed if a contractor is found to be in violation of subcontracting limitations during contract performance, including fines up to $500,000 or the dollar amount spent in excess of permitted levels on subcontractors. Contracting officers reserve the right to verify compliance with subcontracting limitations at any time by requesting invoices, subcontract documents, or a list of tasks performed and associated costs.
