LOC-MBRS – Film Lab Services, 2019
REQUEST FOR INFORMATION (RFI) – SOURCES SOUGHT
NATIONAL AUDIO VISUAL CONSERVATION CENTER
Film Lab Equipment Service Contract
1 Introduction
THIS IS A REQUEST FOR INFORMATION (RFI) – SOURCES SOUGHT notice from the Library of
Congress. The Library is seeking responses from vendors who have expertise in maintaining film laboratory equipment, who might be interested in an upcoming solicitation for equipment maintenance services in support of the film preservation program of the National Audio Visual Conservation Center (NAVCC) in Culpeper, Virginia. At this time, the Library seeks contact information from individuals or companies interested in being notified when the solicitation documents for this competition are posted to fbo.gov in the coming months.
Proposals and prices are not sought at this time.
2 Background
The Library of Congress (Library) requires contractor support to provide periodic preventative maintenance of equipment used at NAVCC, its facility in Culpeper, Virginia. The Packard Campus for Audio Visual
Conservation maintains an archival film preservation laboratory which is tasked with housing, restoring and making accessible to the public the world’s largest collection of motion picture films. The film lab consists of a preparation area with 9 film inspection stations, as well as a range of historic and contemporary equipment used in the preservation of historic film formats. The film lab makes extensive usage of contact and optical printers, including two Treise film processors for example, one Positive and one Negative. The film lab is supported by nine staff members.
Periodic preventative maintenance and adjustments to the specialized equipment contained within this laboratory are key components of the Library’s ability to safeguard the nation’s historic film collection.
Currently some of the needed maintenance is provided by staff members and some is provided by outside contractors. The Library hopes to identify new potential suppliers of services and parts via this RFI, followed by an upcoming solicitation and contract competition later this year.
In the upcoming competition for potential future contracts the Library will be seeking expertise in two areas as follows:
1) Individuals with expert skills in servicing historic film equipment;
2) Individuals with the ability to source the hard-to-find spare parts to maintain this same equipment.
